Introduction

This is supervisory police work.  

Nature Of Work

An employee in this class is responsible for supervisory tasks of average difficulty involving planning, assigning, directing, and reviewing the work of detectives, police officers or other personnel. Under general supervision, employees must exercise initiative and independent judgment in performing assigned tasks to include performance appraisals, investigation and adjustment of grievances, and discipline of subordinates. The employee must also exercise tact and courtesy in dealing with the public and be able to make accurate decisions and give advice to subordinate officers calmly and quickly in emergency or hazardous situations. Most positions require the employee to work on rotating shifts including nights, weekends and holidays. Work is reviewed through reports submitted, observation and results obtained.

Examples of Duties

Plans, assigns, directs, monitors, and reviews the work of subordinate personnel; trains and/or re-trains employees supervised as necessary; initiates performance appraisals and recommends promotions, changes in assignments or demotions; investigates complaints regarding subordinates and recommends disciplinary action if necessary; completes subordinates' attendance records; approves leave requests based on employee availability; maintains records and makes reports as required; participates in preparation and administration of unit budget; acts for superior officer in absence or upon request.

Assigns criminal offense reports and latent cases to detectives for investigations; forwards useful information to other divisions to provide assistance and augment their deterrent objectives; coordinates activities with Clerk of the Circuit Court, circuit judges, and juvenile division when assigned to juvenile court; evaluates complaints from citizens and insures proper attention; reviews and determines if probable cause for arrest exists, and if so notarizes arrest affidavits; analyzes crime hazards, evaluates deployment and assigns personnel as required; responds to the scene of major crimes and notifies the field commander of need for additional help, such as detectives, crime lab or medical examiner.

Supervises employees assigned to various areas as required for such purposes as crowd control, VIP protection, stakeouts and vice control; advises detectives as to propriety of using informants; insures confidentiality of informants' identity; maintains control of monies issued to and spent by subordinates from vice fund; monitors and logs data for computer tape machines; edits, signs and routes all reports and supplements completed by complaint section; monitors operations and functions of the mobile digital system.

Participates in oral examinations for police officer and civilian applicants; plans, formulates and supervises departmental training programs and participates as an instructor; serves as liaison between the department and the civil defense auxiliary police; originates and revises training bulletins, policy statements and standard operating procedures; represents the department at public speaking engagements; reports all activities of organized crime to the Chief of Police; maintains records of all intelligence received with an evaluation of its validity.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: civil and criminal laws, police rules and regulations and standard operating procedures; modern police procedures, methods and terminology.

Some knowledge of: supervisory and administrative techniques; police personnel administration; basic psychology; the operation of electronic surveillance equipment may be required.

Ability to: perform complete and thorough investigations; give directions and act calmly and quickly in emergency or hazardous situations; write clear and accurate reports; establish and maintain effective working relationships with officers, supervisors, officials and recruits as necessary.

Skill in: the use and care of firearms and other standard police equipment.

Licenses or Certifications

Possession of a valid drivers license required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
