Commands uniform districts with personnel performing patrol operations and responding to citizen calls for police services and to incidents that occur, conducting activities to curtail crime, protect life and property, and enforcing traffic laws, etc.; commands criminal investigation division and programs with personnel assigned to various specialty areas as homicide, arson, assault, theft, fraud, forgery, etc.; commands administrative and/or support functions of the department in such areas as records, communications, evidence and property, planning and research, personnel and training.
Analyzes and interprets deployment efficiency and effectiveness; responds to critical and/or major incidents that occur and directs police operations; determines training needs and directs and participates in training and career development of staff; conducts surveys and studies of crime, accidents and the need for police services and formulates recommendations as appropriate; prepares activity reports; develops tactical plans to combat police problems and appraises the techniques used to determine their effectiveness.
Attends meetings with executive police staff; reports on operations and makes recommendations relating to policy, procedure discipline, and programs; conducts briefings with direct reports to review personnel assignments and performance, implementation of policies and procedures, training and operational procedures, etc.; coordinates matters of media interest with the PIO; participates in the budget process, identifying personnel, operational and capital improvement needs.
Attends neighborhood watch and other meetings as a senior police representative to foster positive police-community relations; speaks to civic and other organizations on police issues; participates in special events such as neighborhood watch and parades.
Initiates investigation of citizen complaints relating to crime issues, providing a response, or plan to address the issue.
Initiates review of cases of apparent or alleged misconduct of assigned personnel; reviews completed IA complaints for assigned personnel and recommends appropriate action; participates in grievance processing.
Prepares reports and correspondence; assigns, develops, and evaluates staff; manages unit budget and work processes.
Performs related work as required.
Extensive knowledge of: principles and practices of modern police administration, organization and methods and tactics; federal and state laws and regulations relating to job duties (e.g. State Statutes relating to criminal and civil law), including rules of evidence and search and seizure; safeguards afforded to individuals by the Constitution and federal and state laws. Considerable knowledge of: modern management practices and procedures; modern developments, current literature, and sources of information relating to the police service; police department operating rules, regulations, and policies; city policies et al.
Working knowledge of: labor relations, including negotiations, contract administration and grievance procedures.
Ability to: write and speak clearly and succinctly in a variety of communication settings; prepare administrative and technical reports; plan, assign, direct, and coordinate the work of professional, para-professional, and clerical employees in a manner that promotes full performance; establish and maintain effective working relationships with city officials, directors, managers and other employees, labor union representatives, the media, and the general public; deal with public relations problems effectively, courteously, and tactfully; plan, organize, and refine procedures; blend people into teams when needed and to foster open dialogue and participation; set clear objectives and measures and to monitor process, progress and results; to lead and to motivate.
Skill in: the use and care of firearms and other standard police equipment and computers.
Certification as a State of Florida Law Enforcement Officer.
Possession of a valid Florida driver's license required.
