Introduction

This is highly responsible work in overseeing the receipt, storage, issuance, tracking, release and disposition of property in custody of the Tampa Police Department.

Nature Of Work

An employee in this class is responsible for overseeing and performing tasks in the receipt, safe storage, and release of police property in a manner which preserves the chain of custody of evidence. Work is of more than average difficulty and requires that the employee maintain records and prepare receipts. Although procedures are well defined and must be strictly followed, reasonable initiative and independent judgement are required in overseeing and directing the work of lower level employees and preparing reports on activities as required. Employees perform such personnel management tasks as preparing evaluations, developing schedules, and participating in grievance and discipline discussions. Employees work rotating shifts including nights, weekends, and holidays. Work is performed under general supervision and reviewed through observation, reports submitted, and records maintained.

Examples of Duties

Oversees and is responsible for safekeeping of all money, property, and other valuables, including automobiles, bicycles, etc. as well as small items that come into the hands of the police department as evidence, by confiscation, or by recovery of lost and stolen articles.

Oversees the preparation of records regarding articles received which include a description of the article, the name of person to whom it belongs, the person on the police force from whom it was received, and for what purpose it is being retained.

Issues property being retained as evidence to proper officer at time of trial and receives receipt for same; releases recovered lost and stolen property to proper owners upon proof of their ownership and after receiving receipt.

Completes documentation required for auctions; oversees evidence/property disposal and purge process.

Plans, assigns, schedules, supervises, and reviews the work of subordinate employees; recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; responds to requests for leave; completes performance evaluations and administers required discipline.

Performs related work as required.

Knowledge, Skills & Abilities

Working knowledge of: sound records keeping methods and storekeeping practices; standard methods, practices, and procedures employed in the storage and issuance of evidence and other materials.

Ability to: understand and follow oral and written instructions; maintain property control records in accordance with departmental standard operating procedures; perform work requiring moderate physical exertion; supervise and direct the work of others; perform mathematical computations with speed and accuracy; operate a motor vehicle skillfully and safely; communicate effectively with persons of diverse backgrounds; establish and maintain effective working relationships with officers, other personnel, and the general public.

Minimum Qualifications

Graduation from an accredited high school or vocational school and three (3) years of experience in the storage and issuance of evidence and related materials supplemented by six (6) months of supervisory or lead worker experience.

Licenses or Certifications

Possession of a valid Florida drivers license; a valid Florida commercial drivers license may be required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
