This is highly responsible supervisory work in the receipt, storage, issuance, tracking, release, and disposition of property in custody of the Tampa Police Department.
The employee in this class is responsible for supervising the performance of tasks involving the receipt, verification, safe storage, and release of police property in a manner which preserves the chain of custody of evidence. Work is of more than average difficulty and requires that the employee direct the maintenance of records and preparation of receipts. Although procedures are well defined and must be strictly followed, reasonable initiative and independent judgment are required when supervising employees and directing operations of the property room and impound lot. Employee performs such personnel management tasks as preparing evaluations, developing schedules, and participating in grievance and disciplinary actions. The employee might be required to work rotating shifts including nights, weekends, and holidays. Work is performed under general supervision and reviewed through observation and conferences.
Directs the work of employees engaged in taking custody of, and is responsible for safekeeping of all money, property, and other valuables that come into the hands of the police department as evidence, by confiscation, or by recovery of lost and stolen articles.
Directs and reviews the preparation of records regarding articles received which include a description of the article, the name of the person to whom it belongs, the person on the police force from whom it was received, and for what purpose it is being retained.
Directs the issuance of property being retained as evidence to proper officer at time of trial and receives receipt for same; releases recovered lost and stolen property to proper owners upon proof of their ownership and after receiving receipt.
Plans, assigns, schedules, supervises, and reviews the work of subordinate employees; recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; trains lower level personnel; completes performance evaluations; approves requests for leave; responds to grievances; administers discipline as required.
Retrieves confiscated narcotics, monies, and other valuables from vault storage areas for releasing to officers for court or for the return to property owners; coordinates with the Narcotics Bureau and prepares confiscated narcotics for transportation to the state lab; stores confiscated narcotics returned from the state lab, prepares for destruction and witnesses the destruction; prepares property disposal listings to be distributed for review by assigned officers; coordinates the disposal of released confiscated property.
Oversees security and maintenance of the work area; oversees preparation of documentation required for auctions of items.
Prepares monthly and annual activity reports; generates other reports as needed.
Performs related work as required.
Considerable knowledge of: sound records keeping methods and storekeeping practices; standard methods, practices, and procedures employed in the storage and issuance of evidence and other materials.
Ability to: direct and review the work of others; prepare work schedules as needed to cover a 24-hour 7 day-a-week operation; understand and follow oral and written instructions; maintain property control records in accordance with departmental standard operating procedures; perform work requiring moderate physical exertion; perform mathematical computations with speed and accuracy; conduct audits of inventory; communicate effectively with persons of diverse backgrounds; operate a motor vehicle skillfully and safely; establish and maintain effective working relationships with officers, other personnel, and the general public; work quickly and efficiently with computers, calculators and adding machines.
Graduation from an accredited college or university with an associate’s degree and three (3) years of experience in the storage and issuance of evidence and related materials with one (1) year of supervisory experience.
Possession of a valid Florida driver’s license; a valid Florida commercial driver’s license might be required.
