Develops, establishes, and reviews department mission, annual goals and objectives; develops and oversees plans designed to maximize the efficient use of manpower and equipment; establishes and reviews short-term goals, objectives, and delivery systems to deal with specific problems relating to and/or impacting fire service operations.
Oversees the operation of fire suppression, fire prevention, and emergency medical services within the city, including specialized marine firefighting in the industrialized port area, shipping channel and waters of Tampa Bay, airport fire suppression and rescue at Tampa International Airport, high-rise building fire suppression and rescue, and other programs such as hazardous materials cleanup and technical rescue operations.
Serves as City of Tampa Emergency Manager overseeing multi-hazard approach to emergency management
Directs management staff in the analysis of apparatus and equipment needs and capabilities, staffing, and facilities deployment alternatives, development of incident management procedures, review of current and future training needs, and other programs and services that impact the effectiveness of the fire service; directs input into and monitoring of operating and CIP budgets.
Establishes standards of conduct for department personnel; directs the selection and development of personnel, including annual in-service training to ensure compliance with state standards.
Reviews, implements, and enforces department policies, procedures and regulations and standards of conduct for department personnel.
Prepares and makes public addresses to educational institutions and to civic, business, and community organizations; conducts press conferences; confers and cooperates with management staff of other city departments; cooperates with other city, county, state, and federal fire service agencies in matters of mutual interest or concern such as in the development of provisions for mutual aid and participation in arson task force investigations.
Prepares reports and correspondence; assigns, develops, and evaluates staff; manages unit budget and work processes.
Performs related work as required.
Extensive knowledge of: principles and practices of modern fire administration, organization and programs; federal and state laws and regulations relating to job duties; modern management practices and procedures; modern developments, current literature, and sources of information relating to the fire service and emergency management.
Working knowledge of: labor relations, including negotiations, contract administration, and grievance processing; application of data processing to fire administration and activities.
Ability to: write and speak clearly and succinctly in a variety of communication settings; plan, assign, direct, and coordinate the work of professional, paraprofessional and clerical employees in a manner that promotes full performance; establish and maintain effective working relationships with city officials, directors, managers and other employees, labor union representatives, the media, and the general public; deal with public relations problems effectively, courteously and tactfully; plan, organize, and refine procedures; blend people into teams when needed and foster open dialogue and participation; set clear objectives and measures and monitor process, progress, and results.
