Plans, directs, and coordinates design, development, and operation of city wastewater collection mains, pumping stations, odor control equipment and processes, laboratories, and advanced wastewater treatment plant; monitors and evaluates the effectiveness of programs and activities.
Responds to emergency operations and directs steps to protect environment and facilities.
Consults with contractors and engineers in the design, construction, alteration, and operation of the advanced wastewater treatment plant and other facilities; directs monitoring of performance of contract engineers and contractors.
Directs: preparation of wastewater collection, treatment and disposal plans, programs, and studies; preparation of the wastewater budget; and, implementation of safety and training programs for staff.
Represents city at regional, state, and national levels concerning wastewater issues.
Ensures that wastewater operations and facilities comply with federal, state, and local regulations, such as the EPA, Florida Department of Environmental Regulation and NPDES regulations; monitors regulations and legislation with potential impact on operations; directs program of chemical, biological, and bacteriological testing to evaluate wastewater treatment processes and acceptability of effluent.
Prepares reports and correspondence; assigns, develops, and evaluates staff; manages budget and work processes.
Performs related work as required.
Comprehensive knowledge of: modern wastewater collection, treatment, and disposal practices; engineering methods, principles and practices in relation to wastewater system operations; modern management practices and procedures; modern developments, current literature, and sources of information relating to the wastewater industry.
Ability to: plan, assign, direct, and coordinate the work of professional, skilled trades workers, and clerical employees in a manner that promotes full performance; write and speak clearly and succinctly in a variety of communication settings; establish and maintain effective working relationships with city officials, directors, managers, consultants, contractors, engineers and the general public; set clear objectives and measures to monitor process, progress, and results.
