Plans, directs, and coordinates design, development, and operation of city solid waste facilities; directs the residential and commercial collection of solid waste; including maintenance and repair operations with respect to extensive and miscellaneous heavyduty equipment; the operation of the Refuse To Energy (RTE) plant facility to produce electricity from processable waste, and landfill operations to dispose of unprocessable waste.
Develops and coordinates plans designed to maximize the utilization of equipment and manpower through continual adjustment of scheduling of collection routes, assignment of personnel, and analysis of performance.
Consults with contractors and engineers in the design and operation of the RTE facility; directs preparation of special solid waste plans, programs and studies, preparation of the solid waste budget, vehicle acquisition process, rate schedule analysis, service level analysis, safety program implementation, and staff training; confers and cooperates with management staff of other departments; communicates with the public to resolve complaints and enhance public acceptance and awareness of solid waste programs.
Prepares reports and correspondence; assigns, develops, and evaluates staff; manages department budget and work processes.
Performs related work as required.
Comprehensive knowledge of: solid waste collection and disposal practices and technology; modern management practices and procedures; modern developments, current literature, and sources of information relating to the solid waste industry.
Ability to: plan, assign, direct, and coordinate the work of professional, skilled and unskilled trades workers, and clerical employees in a manner that promotes full performance; write and speak clearly and succinctly in a variety of communication settings; establish and maintain effective working relationships with city officials, directors, managers, consultants, contractors, engineers, and the general public; set clear objectives and measures and monitor process, progress and results.
