Introduction

This is complex and technical financial processing work in the Payroll Section of a centralized accounting division in a lead capacity. Bargaining Unit Position.

Nature Of Work

Employees in this class serves as a Lead in the Payroll Office in support of financial applications such as Oracle Payroll System and Kronos Time and Attendance System to ensure accurate and timely payroll compensation to City of Tampa employees in accordance with City compensation and benefit policies and procedures, complex collective bargaining agreements, and local, state and federal laws.  Under limited direction, an employee performs various technical and processing tasks of above average difficulty requiring a higher degree of technical expertise and considerable independent judgement.  Work involves leading, coordinating and overseeing the work of staff, and responding to a variety of problematic issues, questions, and situations in conformance with established criteria.  Work is reviewed through oral and written reports, discussions, and observation of results obtained.

Examples of Duties

Lead, facilitate and participate in payroll work procedures; prepare work schedules; determine methods of expediting workflows; provide training, direction and guidance to subordinate staff.   

Oversee and coordinate payroll input from City departments ensuring compliance with state and federal laws, City Code, Budget, City policies and collective bargaining requirements.   

Ensure timely and accurate payroll output, expenditures, tax reporting, and third-party reporting.   

Create and implement tests on business/operational-related complex payroll processes; construct and maintain software tables; develop solutions to system problems and work within Revenue & Finance, Human Resources and Technology and Innovation Departments to implement these solutions.

Maintain process documentation; validate policies and procedures against state and federal payroll laws and regulations. Ensure consistent interpretation and application of laws, rules, policies and procedures.   

Maintain integrity of all files and data.   

Assist City personnel by defining detail requirements in order to obtain desired system output for various old and new situations, e.g. coding, benefits, etc.  

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of:  analysis techniques; principles, practices, and methodologies of  finance and electronic payroll processing, e.g. Oracle Payroll including skill-sets in report writing utilizing SQL and/or BI, Kronos, Oracle Financials and HR, Microsoft Suite, etc.; state and federal payroll laws, including garnishments, IRS tax levies, and IRS federal taxes.

Working Knowledge of:  payroll practices and regulations;  use of independent judgment and effective decision-making in the application of a variety laws, policies and procedures; customer service, including handling sensitive and difficult issues with tact and patience; attention to detail and accuracy; verbal and written communication; performing mathematical equations;  handling  multiple competing priorities within tight timelines; working with a variety of individuals from diverse backgrounds; time management;  organizational problem solving; operating a computer utilizing various MS Office products (Excel, Word, Outlook); and proficiency in payroll-related systems.

Ability to:  plan, lead, and coordinate work of a team; audit and monitor reports; identify discrepancies and errors; work with constant interruptions and frequently changing priorities; adjust schedule during peak reporting periods; establish and maintain effective working relationships; deliver excellent customer service in a timely manner; communicate effectively, verbally and in writing to audiences of various social, cultural, ethnic, educational and economic backgrounds.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing monitor.

Minimum Qualifications

Graduation from High School and five (5) years of experience in payroll processing, payroll administration or human resources OR three (3) years of payroll processing, payroll administration or human resources experience with direct participation in Oracle payroll system installation and implementation, including: design, construction, and system testing.

Licenses or Certifications

Possession of a valid Florida driver’s license required.

Possession of a Certified Payroll Professional (CPP) issued by the American Payroll Association preferred.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
