Introduction

This is highly responsible work involving supervision and coordination of off-street parking functions.

Nature Of Work

Under direction, an employee in this class is responsible for the efficient supervision, planning, organizing, coordinating, and operations for all municipal parking garages and lots. Work is of considerable difficulty and involves overseeing the operation of all off-street parking facilities on a variable schedule, supervision of parking for special events, and recommending, developing, and implementing improved collection, maintenance, and security methods and procedures. The employee is required to exercise reasonable initiative and independent judgment in conducting checks and reviews to ensure that work is performed in compliance with established best practice procedures and instructions provided. Tact and courtesy are required in contacts with the general public, and in receiving and responding to requests and complaints Work is reviewed through conferences, observation while in progress, reports submitted, and results obtained.

Examples of Duties

Plans, assigns, supervises, evaluates, and trains personnel at municipal off-street parking facilities and lots, establishes, and maintains work schedules for garage operations, events, revenue collections, maintenance, equipment maintenance and repair.

Ensures compliance with applicable safety, maintenance and operational best practices and standards.

Directs, through subordinate supervisors, the operation of municipal off-street parking facilities; develops and implements improved operating methods, procedures, practices, and techniques; coordinates enforcement functions with administrative procedures; plans and coordinates work priorities with subordinate supervisors and evaluates results achieved.

Inspects, identifies, and makes recommendations for maintenance and operations of facilities; recommends improvements to upgrade appearance and cleanliness of all parking facilities.

Creates and promotes a team atmosphere within the department.

Serves as division liaison for special events coordination.

Assigns, schedules, trains, supervises, and review the work of subordinates; completes performance evaluations; administers discipline; recommends hiring, promotions, and transfers; responds to grievances; interprets rules, regulation, policies, and procedures for staff; plans and conducts staff meetings. Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: methods, practices, procedures, and equipment pertinent to off-street municipal parking operations; appropriate rules, regulations, codes, and ordinances relating to a municipal parking operation.   

Working knowledge of: parking operations, fiscal management principles and practices, and techniques of office administration; financial records keeping.

Ability to: exercise considerable initiative and independent judgment is required in scheduling, coordinating, and monitoring work activities and in conducting checks and inspections to ensure that work is performed in compliance with established rules, regulations, and instructions provided.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing a monitor. 

Minimum Qualifications

Graduation from an accredited college or university with an associate’s degree in business or public administration, or a related field and three (3) years of progressively responsible experience in parking operation or a related field with a minimum of one (1) year of supervisory experience or five (5) years of management experience with a minimum of one (1) year of supervisory experience, or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida driver’s license required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
