Introduction

This is highly responsible administrative and supervisory work within Human Resources.

Nature Of Work

The employee in this class is responsible for performing tasks which are supervisory and technical in nature and involve a variety of tasks associated with the entry and maintenance of data in the Human Resource Management System (HRMS) and the time and attendance management system.  Under general supervision, assignments are of more than average difficulty and require reasonable initiative and independent judgment.  Specialized and/or technical knowledge and experience must be applied in the completion of assignments in regard to applying correct personnel or union contract policies to the HRMS systems methodology and procedures.  The employee supervises subordinate clerical and administrative personnel in the performance of Human Resources and timekeeping activities.  Work is reviewed while in progress through conferences, observations, reports submitted, and results obtained.

Examples of Duties

Plans, assigns, directs, and reviews the work of subordinate employees performing tasks entering data into the HRMS system through HR Self Service; guides and instructs subordinate employees in assisting City employees in entering personal data changes, supervisory changes, and optional benefit changes through HRMS Employee Self Service.

Supervises timekeeping activities; analyzes effectiveness and supervises time and attendance review by subordinates on a bi-weekly basis to ensure entries and corrections are processed; ensures processing is complete for final sign off, runs applicable system reports, and completes the data upload to result in processing data to Central Payroll for completion of the payroll.

Identifies deficiencies and trains department supervisors in the approval of automated timecards to include the methods of entering or approving transactions such as paid and unpaid leave, overtime, holiday pay, standby and recall pay, shift premium, and all other pay transactions entered through the time and attendance systems.

Reviews and approves periodic and special statistical and other reports pertaining to the timekeeping systems; establishes and maintains specialized files and records keeping systems; edits and prepares correspondence, reports, and forms.

Reviews and validates calculations prepared by subordinate employees for separation pay for terminated employees including the eligibility and calculation of payments for unused sick leave, annual leave, and pro-rata longevity awards; reviews and validates methods and accuracy of subordinates for calculating retroactive payments based upon approved pay increases; reviews and validates historical edits in timekeeping system to correct the time card based upon validation from employees’ supervisors.

Conducts quality review of TeleStaff data when the bi-weekly pitch occurs into timekeeping system for each pay cycle; determines validity of information including pay rules, shift patterns, and daily entries to ensure correct information is transmitted and accurate completion of time and attendance processing.

Participates in system configuration and adjustments, including a critical role in analysis of issues and developing test case scenarios on a routine basis as well as when system patches or upgrades are to be implemented.

Provides guidelines to employees and supervises the effectiveness in the maintenance of employee personnel files in accordance with state and federal laws including retention schedules and separation of applicable material based on the Americans with Disabilities Act.

Supervises the receipt and tracking of supporting material and documents such as performance evaluations and other HR forms for processing transactions and eventual filing.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of:  database maintenance and management; operation and capabilities of related software;  rules, regulations, procedures and functions of a Human Resources department in addition to the appropriate municipal, state, and federal codes, ordinances, resolutions, regulations and legislation; standard office practices, procedures, and equipment; municipal organization, programs, and polices; effective supervisory techniques. City of Tampa personnel and union contract policies, statistics, and accepted principles and practices of supervision.

Skill in: Oracle, TeleStaff, timekeeping, MS Word, Excel, PowerPoint.

Ability to: direct and supervise the work of others; compile and analyze data; prepare and submit clear, concise, and timely oral and written reports; conduct and supervise independent research; establish and maintain effective working relations with employees, supervisors, and managers.

Minimum Qualifications

Graduation from an accredited college or university with an associate degree in public or business administration, human resources or related field and two (2) years of progressively responsible administrative experience in the area of HRMS or timekeeping processing including one (1) year of supervisory experience. 

Licenses or Certifications

Possession of a valid driver’s license is required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
