This is highly responsible
administrative and professional work in managing the recording and processing
of personnel actions (pay, employee assignment and organizational data) for municipal employees, directing the
maintenance of central personnel records, and serving as systems administrator
for the human resources management systems (HRMS).
Under
administrative direction, the employee in this class serves as the administer
of the Human Resources Management Systems (HRMS) within the Human Resources
department. Work involves the
application of technical knowledge and skills required for system
administration, records maintenance, and human resources system special projects
and problem solving. Work is of unusual
difficulty and requires the application of knowledge of principles, practices,
and procedures of public personnel administration, federal and state laws and
guidelines relating to job duties, (e.g. public records law, FLSA, etc.) and
Information Technology Services (ITS) and computer applications to work
processes. It also requires extensive
initiative and independent judgement in coordinating with ITS and Central
Payroll to control the payroll/personnel system and to consult with managers
and employees regarding the application of personnel policies and collective
bargaining agreements. Work is reviewed
by conferences, reports submitted, and results achieved. Appointed position;
employee serves at the pleasure of the Mayor.
Coordinates
changes to HRMS system maintenance with ITS and payroll and assures all
personnel data transactions are entered into the system, including pay
increases, personal data, employee assignment data, organizational structure, and other data. Develops procedures and ensures protection of all employee personal data and ensures compliance with Chapter 119 data protection requirements.
Develops
systems calendar that provides deadlines for the payroll/personnel system for
various processing events (weekly, bi-weekly, monthly, year-end); analyzes data generated from multiple systems to ensure all are in synce and comply with applicable federal and state rules/procedures.
Serves as a key member of the system(s) implementation teams; reviews, processes, and analyzes
documents; sets up the information needed on the tables used by Oracle, Kronos, and TeleStaff; meets with consultants and other team members on various issues
pertaining to the design, input, and output of information to the
payroll/personnel system; documents processes and procedures on entering the
information to Oracle, Kronos, and TeleStaff.
Reviews and
processes leave of absence requests, sick leave bank usage, and temporary
assignments as designee of Director of Human Resources; plans and coordinates
processes for city-wide personnel file maintenance, HRMS systems maintenance, upgrades, and new implementations.
Prepares
reports and correspondence; assigns, develops, and evaluates staff; manages unit
budget and work processes. While the work is mainly conducted during routine business hours, due to the nature and level of responsibilities, availability during non-business hours or emergencies may be required.
Performs
related work as required.
Extensive
knowledge of: modern management practices and procedures;
modern office practices, procedure, and equipment.
Considerable knowledge of: principles, practices, and procedures of
public personnel administration; federal and state laws and guidelines relating
to job duties (e.g. public records law, FLSA, etc.); ITS and computer
applications to work processes.
Ability to: write and speak clearly and succinctly in a
variety of communication settings; establish and maintain effective working
relationships with city employees, multiple level of the organization including department directors, managers and elected officials, and the
general public; plan, assign, direct, and coordinate the work of professional,
para-professional, and clerical employees in a manner that promotes full

Graduation
from an accredited college or university with a bachelor’s degree (master’s
degree preferred) in human resources, business or public administration or
related field and five (5) years of experience in human resources, preferably
HRMS systems administration; including three (3) years of supervisory experience.
During periods when the Mayor issues an
emergency declaration for the City of Tampa, all employees may be required to
work in preparation, response or recovery activities related to the stated
emergency.
