Introduction

This is lead work involving the support of advanced human resources activities. Bargaining unit position.

Nature Of Work

Employee performs a variety of activities in support of the personnel or employee processing programs in a lead capacity. Tasks include verifying and processing human resources related documents completed and submitted by individuals in the various departments. Under general direction, employee is responsible for a wide range of technical support duties, which is of considerable difficulty and requires the application of technical knowledge of appropriate laws, rules, regulations, and procedures. Considerable initiative and independent judgment are required in completion of tasks with a high degree of accuracy and on a timely basis. Considerable tact and diplomacy is required in that the individual in this class has to be able to gain cooperation from other employees, departmental supervisors, and representatives of other agencies. Employee will be required to train lower-level staff in assigned duties. Work is reviewed through observation, conferences, reports submitted, and results obtained.

Examples of Duties

Acts as lead worker and assists in the training, review, evaluation and delegation of subordinate work assignments.

Reviews, analyzes, and processes all personnel actions submitted by city departments and processes them in the HRMS systems as appropriate including all schedule, assignment, position and pay rate related changes; ensures all documentation is completed, medicals and drug screens passed, and other processes completed prior to entering new or rehired employees in the HRMS systems, as applicable.

Processes all optional payroll deductions to reflect in paychecks such as union dues, optional deductions, salary overpayments, and lost or damaged property reimbursements. Processes reinstatements, DROP entries, leave of absences, Sick Bank Enrollment, name changes. Calculates severance pay due to separating employees.

Research personnel related policies, procedures, laws etc. in order to provide information to others; researches files and records to secure information needed to resolve questions or determine appropriate processing; researches personnel policies and procedures, bargaining agreements, personnel files, etc., to determine correct actions to take in regard to employees or applicants, using the HRMS system to access data as necessary.

Research compression studies and employment history. Validates new hire data, cost of living increases, and longevity payments.

May lead special projects and system implementations. Troubleshoots errors in HRMS systems. Conducts testing during quarterly and yearly upgrades and patches in HRMS systems.

Coordinates maintenance of personnel and medical files in the electronic filing system. Creates and maintains yearly processing calendars.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: modern human resources administration principles and practices; civil service rules and regulations; personnel policies, procedures and union contracts, and the ability to apply this knowledge to the processing of personnel transactions; laws, rules and regulations pertinent to municipal personnel/payroll processing; standard office practices and procedures; municipal organization, programs and policies.

Ability to: understand and follow complex oral and written instructions; work independently and complete activities assigned; establish and maintain effective working relationships with other employees, representatives of other agencies, and the public; detect errors, maintain accurate records, conduct research of files and records, and prepare reports; prepare basic mathematical calculations; utilize computer applications.

Minimum Qualifications

Graduation from an accredited high school, supplemented by course work in business administration, computers or a related field, and four (4) years of experience in data collection and specialized personnel administration activities which included the application of rules, regulations, policies, laws, and contracts; or an equivalent combination of training and experience

Licenses or Certifications

Possession of a valid Florida driver's license required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
