Establishes effective working relationships with assigned departments and consults with appropriate representatives to support job design, recruitment and selection efforts; gains an in-depth knowledge of the nature of jobs for assigned areas; researches and recommends best recruitment methods; establishes and maintains appropriate channels and contacts to locate and secure qualified applicants; develops recruitment announcements and advertisements; provides guidance to department representatives in development of effective interviewing and selection processes; participates in external job fairs and assists in the development of internal job fairs for city departments.
Performs desk and field audits of positions utilizing job analysis questionnaire and interview methods for verification/determination of proper classification, appropriate compensation, desirable skills and abilities, and necessary qualifications; develops and revises class descriptions; coordinates results and makes recommendations; conducts and responds to salary surveys.
Participates in job analyses and construction of job related selection procedures, for both entrance and promotional opportunities, including preparation of documentation; participates in administration of selection procedures and performance tests; analyzes test results, reviews and makes recommendations on examination appeals; ensures continued validity of examinations through ongoing review of recruitment successes.
Reviews and processes applications; counsels employees and other applicants regarding employment status and employment opportunities; participates in research relative to layoffs and provides counseling to affected employees on such things as rights, outplacement opportunities, resume writing, and interviewing skills.
Manages projects which require attention to detail, time management, collaboration and foresight.
Participates in review of processes and procedures, makes recommendations for changes and assists in implementation.
Performs related work as required.
Working knowledge of: modern human resources administration, organization and management principles and practices; municipal organization, programs and activities, as well as Civil Service Law, Rules and Regulations.
Some knowledge of: statistics; test development; the city's personnel processing system; computer applications to recruiting and testing activities.
Ability to: establish and maintain effective working relationships with other employees, officials, recruiting contacts, and the general public; work with departments to determine best recruiting methods; use technology effectively in support of recruitment efforts; meet with potential applicants individually and in groups to present information about city positions; conduct independent research and study for completing personnel projects; conduct interviews, and analyze and evaluate data collected before and during the interview; develop recruitment materials and prepare concise, meaningful and effective oral and written reports and correspondence.
