responsible, technical work involving the support of human resources employment
services activities. Bargaining
unit position.
Nature Of Work
Employees perform a
variety of activities in support of pre-employment testing, hiring and promotional
testing processes. Tasks include verifying and processing related documents
completed and submitted by applicants or various departments. Under direction,
employees are responsible for a wide range of technical support duties, which
are of considerable difficulty and require the application of technical
knowledge of appropriate laws, rules, regulations, and procedures. Considerable
initiative and independent judgment are required in completion of tasks with a
high degree of accuracy and on a timely basis. Considerable tact and diplomacy
are required in that individuals in this class must be able to gain cooperation
from other employees, departmental supervisors, and representatives of other
agencies. They must also be able to make corrections to others' work and
provide education to other employees so that errors are not repeated. Work is
reviewed through observation, conferences, reports submitted, and results
obtained.
Examples of Duties
Provides instructions to candidates, administers and monitors examinations;
grades examinations using keys or computer scoring; enters test and eligibility
information into database; prepares certifications as instructed.
Assists with promotional examination process; researches and
secures venue based on test size; processes related invoices.
Processes payment of invoices for division activities; orders
division supplies.
Enters, retrieves information from Applicant Tracking System
(ATS); generates reports and sends communications via Applicant Tracking System
(ATS); assists internal and external customers with troubleshooting
ATS problems; assist with testing ATS system updates and new configurations; supports
advertising efforts with internal or external job postings; update notifications
and job descriptions.
Provides assistance with preparation for new hire orientation; ensures
required new hire documents received prior to orientation; supports orientation
process as necessary; enter and retrieve data from E-Verify system.
Processes new hires in ATS; ensures all documentation is
completed, medicals and drug screens passed, and other processes completed
prior to entering new or rehired employees in system, as applicable.
Perform research to gather raw data needed for comparative
analysis being performed by specialists or manager; responds to inquiries from
other agencies; research files and records to secure information needed to
resolve questions or determine appropriate processing.
Responds to applicant inquiries in reference to application
status or procedures; handles general inquiries from the employees, public or
potential applicants; gathers data for public records request; may support job
fairs or expos.
Performs related work as required.
Knowledge, Skills & Abilities
Considerable knowledge of: modern human resources administration principles and practices; civil service rules and regulations; personnel policies, procedures and union contracts, and the ability to apply this knowledge to the processing of personnel transactions; laws, rules and regulations pertinent to municipal personnel/payroll processing; standard office practices and procedures; municipal organization, programs and policies.
Ability to: understand and follow complex oral and written instructions; maintain confidentiality of confidential or sensitive information; work independently and complete activities assigned; establish and maintain effective working relationships with other employees, representatives of other agencies, and the public; detect errors, maintain accurate records, conduct research of files and records, and prepare reports; prepare basic mathematical calculations; utilize computer applications.
Minimum Qualifications
Graduation from an accredited high school, supplemented by course work in business administration, computers preferred, or a related field, and three (3) years of experience in human resources performing specialized personnel administration activities which included the application of rules, regulations, policies, laws, contracts and use of an applicant tracking system (ATS); or an equivalent combination of training and experience.
Licenses or Certifications
Possession of a valid
Florida driver's license required.
Comments
Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
