Introduction

This is responsible professional work involving special projects relating to Human Resources- Training and Development Division.

Nature Of Work

The employee in this class performs responsible work of more than average difficulty as a training support analyst supporting key systems and applications and delivers limited material in a classroom setting and instructor-led online learning. The employee will conduct special projects, provide technical guidance, and must be an excellent communicator with ability to effectively convey complex ideas or instruction to different audiences. Work is in a fast-paced environment and supports all programs and activities conducted within the division. Work is performed in accordance with state and federal guidelines, legislation, accepted practices, existing arrangements, and contracts with which the municipal government must comply. Under general supervision, the employee will be required to exercise reasonable initiative and independent judgment in the performance of assigned tasks. Requires critical thinking skills on frequent basis. Work is reviewed while in progress and upon completion through conferences, written reports and results obtained.

Examples of Duties

Develops training curricula for technical trainings as well as general workforce development that serve key performance objectives and serves as back-up for primary facilitators when necessary. Monitors attendance and completion of mandatory trainings; develops job aids, organizes, and coordinates training programs.

Provides specialized computer services as it relates to Oracle Cloud Learning Management System (OLM), testing system operations and designing associated job aids.

Supports City supervisors and employees to ensure compliance with mandatory trainings and overseeing timely integration of all inputs to the biweekly new employee Orientation program.

Contributes to the modification and creation of forms, annual and semi-annual training reports, and other metrics; participates in the development of user manuals, presentations, brochures.

Special projects may include creation and maintenance of forms, databases, , surveys, Compliance training, evaluations, & training records verification.

Maintains training records completed by City employees; provides assistance to City employees and departments.

Assists in development of and implementation of training designed for supervisors and managers.

Collaborates with Training Manager and Training Planner to identify training needs; may host live training sessions and virtual webinars.

Acts as assistant to the Training Manager and Training Planner and ensures continuity of operations when staff are out of the office.

Assists with the Tuition Reimbursement Program as needed.

Keeps abreast of current training & development to support all city departments.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: instructional design theory and learning principles; effective training principles, techniques, adult learning theories and methods; learning management systems and other technical programs.

Ability to: Collect, analyze and evaluate data; present data in a meaningful manner; prepare and submit clear, concise and timely oral and written reports,; establish and maintain effective working relationships with employees, officials, and the general public. effectively communicate, both verbally and in writing, coordinate and manage multiple projects simultaneously; establish and maintain effective working relationships with people at all levels in the organization. Translate technical knowledge into easy-to-follow training guides.

Skill in: Use of a variety of computer software applications to include the Microsoft Office Suite.

Physical Requirements

Mostly sedentary, Indoors, requires extended use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor’s Degree in management, human resources, education, project management, computer science or related field, and two (2) years of experience in workforce training development and delivery of training activities; OR

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

The ideal candidate will have advance excel skills, oracle or related learning management systems.

Licenses or Certifications

Possession of a valid driver’s license is required.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
