Monitor and evaluate grant program activities funded through federal and state agencies for compliance; ensures expenditures are in accordance with federal and state program requirements, general statutes, generally accepted accounting principles and standards; provide input for set-up of project ordinances for expenditure of grant funds; ensure spend rates are adequate to meet benchmarks; prepare monthly reports and analysis.
Assist Accounting and Budget in maintaining the financial/reporting systems for State and Federal Grants such as HUD’s Integrated Disbursement and Information System (IDIS) for entitlement programs, Disaster Recovery Grant Reporting (DRGR), the State SHIP reporting, etc.; assist in reconciling financial systems/contractual obligations, grant reports; maintains records for program compliance.
Ensure bids, contracts and agreements are in compliance with provisions of federal, state and local policies and ordinances, including all Small Business Enterprise and Women/Minority Business Enterprise (W/BME) requirements; monitors vendor performance and compliance; investigates and resolves compliance and vendor issues; interfaces and coordinates compliance with inspections officers, planning and grant compliance personnel, outside agencies, HUD and the City’s W/MBE office.
Review payments for sub recipients, developers, contractors and vendors for program compliance prior to submittal to Accounting; pre-audit all financial transaction forms for accuracy of accounts charged, documentation required and appropriate signatures; classify, and summarize financial transactions; gathers and enters data on new vendors.
Review documentation for sub recipient and funding agreements, grant/loan closings; ensure accuracy of program and financial information; monitor loan portfolio and prepare close-out documents when grant/loan obligations have been met.
Develop and establish staff training regarding contract and mortgage servicing procedures and assist staff in related activities.
Assist Accounting and Budget in the preparation of local, state, and federal financial reports in accordance with established program policies and procedures; confers with auditors regarding procedure and program data.
Monitor and assist others in monitoring grant activities for financial compliance with various grantor requirements; provides post-award administrative support such as requests for budget revisions and grant extensions from the grantor agencies; interprets directives, policies and procedures, contracts, cooperative agreements, federal and state guidelines, Office of Management and Budget (OMB) Circulars and Florida Statutes as they pertain to grant funding and audits; prepares or assists grant projects managers in compiling and reviewing progress reports and determining eligibility of expenses for grant reimbursements.
Performs related work as required.
Working knowledge of: Federal and State grants and government funding resources; data sources necessary for developing grant proposals (census bureau, etc.); sources of grants; research methodology and statistical procedures; Federal, State and local laws and ordinances related to grants; basic accounting principles and practices.
Knowledge of: computers and various software programs including word processing and spreadsheets.
Ability to: read, comprehend, interpret, and apply grant regulations and proposal guidelines; plan, develop and coordinate compliance activities for grant funded programs; conduct research and analytical activities; work independently and as a member of a team; manage and prioritize projects effectively to meet proposal and reporting deadlines; establish and maintain effective working relationships with city employees and with representatives of other governmental and endowment-related agencies; prepare oral and written reports.
