This is lead professional work involving analysis, interpreting and management of various departmental systems.
The employee in this class is responsible for overseeing and performing lead tasks of more than average difficulty involving analysis, interpreting, management and maintenance of various processes, global database systems, procedures related to business operations. Although work is performed under general supervision, employee has the lead responsibility for scheduling and completion of major projects to include developing work plans and methodologies in support the department's leadership team. Work requires the use of analytical knowledge and a variety of statistical methods and techniques in support of the mission and strategic vision. The employee will design and develop statistical information for use by department management in developing a more effective, efficient and economical operation. Additionally, the employee will recommend improvements in such management tools as organizational structure, work methods, and policies. The exercise of reasonable initiative and independent judgment is required in generating and presenting reports such as the departmental capacity statement as well as gaining the assistance and acceptance of affected employees in the design and use of new methods and procedures. The employee will take the lead in implementing, upgrading and/or modifying systems utilized in the department as well as training those employees who will be operating the system and those who will be interpreting and applying the data results. Work is reviewed while in progress through conferences, reports submitted and results obtained.
Analyzes procedures and work methods to enhance operational efficiency; designs and implements automated processes to meet the needs of the department; makes recommendations on new, improved or modified planned maintenance/work order systems relating directly to departmental functions; design, build, implement, and measure management systems used by the department; develops, recommends and implements various internal control policies and procedures; trains affected personnel in the use of the various data systems and procedures in developing reports.
Assists in the design, development, and recommend improvements to policies, procedures, organizational structures, work methods, forms, workflows, and other management tools; makes recommendations on new, improved or modified business operations related directly to departmental functions.
Oversees and develops the collection and analysis of data through various management systems (TMA, Accela, ADPICS, Oracle, and QuickBooks) to ensure that accurate internal ledgers and records are maintained and reconciled periodically with reports generated; designs and implements accounting computer programs including time and attendance, overtime cost, sick and annual leave, work order system, preventative maintenance, special event costs, etc.; oversees work of the support employee responsible for entering data in the work order system; prepares various detailed account analyses; examines and corrects accounting transactions to ensure accurate recording, balancing and classification of all revenue and expenditures to proper accounts in accordance with City policies and procedures; interprets accounting data and makes recommendations for cost-cutting and efficiency alternatives.
Serves as part of the department team when reviewing and making recommendations regarding development of regional impact (DRIs), plan amendments and notices of proposed changes.
Manages the department’s fixed asset inventory system to include operational planning by directing staff in procedures for accumulation and inventory of fixed assets; maintains fixed asset reports and records in compliance with City policies and procedures.
Oversees the administration and coordination of department communication including staff meetings and outreach; serves as point person for website content.
Maintains training records for the department; coordinates and ensures that CEUs are obtained by employees as required; creates and maintains department-wide reports to optimize information available to each division.
May serve as a liaison to external partners to facilitate a variety of tasks in support of personnel transactions.
Prepares and presents various statistical and other reports.
Performs related work as required.
Working knowledge of: municipal organization and administration, including management principles and practices; statistical methods and quantitative analysis techniques; accounting and data processing requirements, processes and limitations; processes, procedures and techniques for converting manual operations into automated systems.
Ability to: collect and analyze data, document procedures and processes, and draw sound conclusions; formulate, organize and present recommendations and implementation methods in a clear and concise manner ; train user personnel in new systems and procedures; prepare and present oral and written reports; assign and review the work of others when required; establish and maintain effective working relationships with other employees and managerial personnel.
Graduation from an accredited college or university with a bachelor’s degree in business or public administration or a related field and one (1) year of experience in analysis of management methods, financial or work management systems or business systems.
Experience in capital improvement projects, construction management and/or project management is a plus.

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.
Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
