Gathers information and
documents current procedures; analyzes and evaluates operational procedures and
production systems for automation; develops or modifies business-related system
documentation and user procedures; develops and/or modifies functional
specifications; analyzes, defines, and documents business workflow processes;
makes suggestions for improving efficiency of processes.
Coordinates and performs
system conversion efforts between the department and T&I or vendors;
performs needed system conversion tasks.
Consults with user,
technical staff, vendor staff, and functional project team members on
questions; analyzes and resolves systems problems; serves as user liaison in
development and maintenance tasks.
Engages in independent
research and prepares and presents reports of findings; may input budgetary
recommendations for technology improvement/equipment.
Assists users in
walk-through of system software or hardware on personal computers and
peripheral equipment; develops user training programs, guides and manuals;
arranges for, conducts, and participates in training programs to improve and
enhance competencies.
Formulates logical
statements of business problems and devises procedures for solutions, usually
through computer systems; analyzes and resolves business or applications
systems problems; prepares test data, conducts programs and system tests, and
verifies system test results.
Creates programs to
generate scheduled and ad hoc reports of departmental functions using query or
scripting language; assists users in the use of reporting tools and trains key
users.
Confers with users and
T&I about hardware and software questions concerning their networks;
determines operational, technical, and support requirements for the location,
installation, operation, and maintenance of information processing, data
communications, word procession, and peripheral equipment and systems; makes
recommendations based on research.
Evaluates, acquires,
coordinates installation of, and tests third party software products.
Analyzes and resolves
production system problems within their control; forwards critical problems to
T&I; oversees implementation of corrective action; redesigns production
systems and/or runs as needed.
Performs technical
and/or functional analysis, design, and installation activities when required
to stay within schedule.
Reports the progress and
performance of tasks; coordinates departmental involvement; ensures continuity
of activities; participates in information systems planning efforts on a
departmental basis.
Performs related work as
required.
Working knowledge of:
information processing and business functions; procedures and processes for
converting manual operations into automated systems and automated systems into
other automated systems; PC based software and hardware; software
implementation such as MS Office, Excel, email, Access, etc.; techniques and
project management tools such as MS-Project; GIS software such as Arcinfo or
MapInfo.
Ability to:
learn new software products; analyze systems and procedures and explain
abstract concepts in concrete terms; conduct independent research, prepare
reports, and make effective presentations; analyze information and document
procedures and processes; define tasks and assign resources; prepare detailed
procedures manuals; express oneself clearly and concisely, both orally and in
writing; establish and maintain effective working relationships with others;
partner with other departments to create a team environment.
Mostly sedentary, indoors, requires extended use of
computer, typing and viewing a monitor.
