Under administrative direction, an employee in this class is responsible for the efficient management of the operations of a Parks and Recreation Service Area of the City. Work is of considerable difficulty and requires: experience in change management; the ability to plan, problem solve, work independently as well as within a team atmosphere, and make appropriate, timely decisions based on city and department policies and needs. Work requires the appropriate application of skill and knowledge of the principles, practices, current trends, regulations, standards, and laws applicable to parks and recreation operations including park planning and development, administration, program planning, maintenance, and budgeting as well as a participative and cooperative management style that promotes a collaborative environment.
Activities involve public speaking, citizen contact in person, on the phone, through email, and in front of large groups at various meetings requiring strong communication skills. This position requires the ability to meet and deal with people from various public and private agencies, knowledge of community needs and how to service those needs efficiently and effectively, and the ability to establish strong relationships. Activities also require the exercise of extensive initiative and independent judgment, long term visioning, and the use of consensus building skills. Work is reviewed through conferences, reports submitted, and results achieved. Appointed position; employee serves at the pleasure of the Mayor.
Plans, organizes, and manages all day-to-day operations, usage, work activities, and budget activities of a service area including staffing, scheduling, programming, maintenance, revenue and expense management, and work processes.
Supervises Service Area employees including hiring, training, scheduling, development, evaluation, promotion, and discipline of subordinate supervisory and non-supervisory technical, specialized, administrative, skilled and unskilled staff.
Ensures compliance with applicable safety, maintenance, and/ or programming standards/ requirements for all Service Area’s programs, parks, and facilities.
Inspects, evaluates, coordinates and oversees repair, renovation or replacement of facilities and equipment.
Serves as a liaison to and coordinates with outside organizations; attends public meetings, publicly speaking on behalf of the department; represents the department as required; maintains contact/relations with other City agencies to facilitate operations; coordinates efforts with other Service Areas to promote efficiency and effectiveness and to reduce duplication of efforts.
Prepares reports and correspondence.
Maintains and enhances professional knowledge and skills.
Provides assistance in the preparation of the department’s budget and in determining department policies and procedures.
Performs related work as required.
Comprehensive knowledge of: policies, procedures, principles, practices, techniques current trends, laws, and ordinances relating to job duties and ability to interpret same.
Considerable knowledge of: change management as well as administrative policies and procedures.
Working knowledge of: park planning and development; urban design principles; program planning; budget; cost control; maintenance; and, safety practices.
Ability to: organize, coordinate, and supervise the work of a large team of professional and technical subordinates; express ideas and information clearly and concisely both verbally and in writing; maintain cooperative working relationships with peers, employees, City officials, and the public.
Strong computer and communication skills including confident public speaking skills.
Mostly sedentary, indoors, requires extended use of
computer, typing and viewing a monitor.
Possession of a valid Florida driver's license required.
