Introduction

This is a hands on supervisory and administrative work managing one or more special use facilities such as a community center, art studio, athletic complex, parks or group of parks or aquatic facility

Nature Of Work

Under general supervision, an employee in this class is responsible for the efficient supervision, operation, maintenance, and programming of a special use facility.  Work is of more than average difficulty and requires reasonable initiative, independent judgement, tact, and curtesy.  work entails extensive contact with the public and community organizations.  This position requires knowledge of community needs and how to service those needs efficiently and effectively, and the ability to establish strong relationships.  Employees are required to work flexible hours including nights, weekends, and special events.  Work is performed under the direct supervision of a Team Supervisor and is reviewed through conferences, reports, and results achieved.

Examples of Duties

This position is a hands on supervisor that works alongside staff to effectively  manage daily operations.  Plans organizes, coordinates, and supervises programming, special events, custodial and grounds maintenance activities for a special use facility.

Assigns, schedules, trains, supervises, and review the work of subordinates; completes performance evaluations; administers corrective measures when required; recommends hiring, promotions, and transfer; responds to grievances; interprets and enforces rules, regulations, policies and procedures for staff; plans and conducts staff meetings. Responsible for completing required reports in a timely manner.  Responsible for time keeping of assigned staff and meeting payroll deadlines.  

Ensures compliance with applicable safety, maintenance, events, permitting, and programming practices and standards.

Collects, tracks, and deposits fees using department established software; manages attendance and financial records.

Coordinates the provision of resources including supplies, tools and equipment.

Solicits active interest, participation and support of neighborhood and community groups; organizes, promotes and evaluates programs, classes, and special events designed to meet community needs.

Creates and promotes a team atmosphere within the department.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of : appropriate cash  management practices, and implementations, methods, and techniques of parks and recreation maintenance and programming.

Skills in:  Verbal and written communications.

Ability to: maintain proper records; prepare and interpret written reports and impart them effectively; coordinate with public and private groups and volunteers to develop partnerships; plan, assign, coordinate, supervise, and review the work of subordinate personnel; establish and maintain effective working relationships with subordinate personnel, peers, representatives of other city departments, and the public.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited high school and two (2) years of college coursework in parks and recreation administration or a related field and three (3) years of experience in public parks and recreation programming and/or maintenance.

 or 
Graduation from an accredited high school and five (5) years of experience in public parks and recreation programming and/or maintenance. 
 
One (1) year as a  supervisor, or lead worker experience (preferred).

Licenses or Certifications

Possession of a valid driver’s license required

First Aid, CPR certification with in six (6) months of employment

Certified Parks and Recreation Professional status desired

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
