Introduction
This is highly responsible managerial work administering the activities of CTTV/Digital
Media department.
Nature Of Work
An employee in
this class, under general direction, performs work of unusual difficulty in
administering and directing the operation of the city’s government access channel (CTTV) The
employee advises the Director of Technology and Innovation on cable television
matters and develops and recommends policies and procedures for the city’s use of
cable television. The Digital
Media Production Manager
develops contracts with agencies to provide public
and educational access
services in the community,
and functions as the city’s liaison to the not-for-profit organizations
operating the city’s public and educational access channels, ensuring that the
channels are being used to the public’s benefit. Considerable tact and
diplomacy is necessary in working with city departments, and other access
providers in a cooperative manner to gain acceptance of the identified uses for the PEG (public,
educational, and government access) channels. Work requires the application of extensive initiative and independent judgment in determining the program content
to be shown on the government access channel. Work is reviewed
through conferences, reports
and results achieved. Appointed position; employee serves at the pleasure of
the Mayor.
Examples of Duties
Manages staff responsible for the production, programming, and technical
specifications of the government access channel.
Advises the Mayor, Director of Technology and Innovation, City Council, and the
Chief of staff on cable television issues.
Develops policies and procedures regarding cable television in the community; develops and negotiates contracts for the provision of public and educational access.
Enforces the
department’s mission statement through communication and program direction to
staff.
Informs city departments and community residents about government access
programming through press
releases, memorandums, correspondence, articles, and the
Internet.
Prepares long and short-range objectives and the operational and capital budget within the CTTV/Digital Media department.
Represents the city as liaison to the not for- profit boards of the
Educational and Public Access channels.
Operates a lightweight
motor vehicle.
Performs related work
as required.
Knowledge, Skills & Abilities
Extensive knowledge of: municipal administration and organization; management practices and procedures.
Considerable knowledge
of: cable television systems, television equipment, television production and cablecasting techniques; public speaking practices and techniques.
Working knowledge of:
electronic journalism principles and practices; working
knowledge of the operation and maintenance of video production equipment.
Ability to: foster teamwork,
open dialogue and cooperation in matters pertaining to PEG; write and speak
clearly and succinctly in a variety of communication settings; establish and maintain effective
working relationships with city officials, department directors, managers
and other employees, and the general public;
plan and set clear objectives; assign, direct, and coordinate the work of professional, para- professional and clerical employees
in a manner that promotes
full performance and achieves the desired results;
operate a light weight motor vehicle.
Physical Requirements
Mostly sedentary, indoors, requires extended use
of computer, typing and viewing monitor.
Suggested Minimum Qualifications
Graduation from an accredited college or university with a bachelor’s degree in telecommunications, mass communications or a related
field and five (5) years of experience or high school graduate with ten (10) years of experience in a variety of television and digital media production areas (i.e., audio, automated playback,
camera, computerized graphics,
directing, editing, engineering/basic technical skills, lighting, producing,
script-writing, or technical directing/switching) and 3 years of supervisory or
managerial experience.
Licenses or Certifications
Possession of a valid Florida driver’s license.
Examination
Evaluation of education and experience. Drug
testing is included in all pre-employment processing.
Comments
During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
