Nature Of Work

The employee in this class is responsible for performing administrative tasks in review, inspection and approval of all Community Development Districts (CDDs), subdivisions, development agreements including essentially built outs, and developments of regional impact (DRIs) within the City of Tampa. Under general supervision, the employee performs work involving the application of broad principles of professional management and leadership to new problems for which conventional solutions may or may not exist. Decision-making is the primary aspect of the job; therefore, the employee is required to exercise considerable initiative and independent judgment as well as tact and diplomacy in providing technical consultation to City officials, attorneys, engineers, planners, and developers concerning municipal codes and ordinances. Tasks are of more than average difficulty and required the employee to possess knowledge of land use planning techniques and legal terminology. Work is reviewed through conferences, presentations and results obtained.

Examples of Duties

Conducts zoning reviews of DRIs, subdivisions and Development Agreements.

Provides information to the Mayor, City Council Members and/or other high level administrative staff for use in shaping policy decisions that effect the overall development of the City; counsels engineers, property owners, surveyors, and attorneys on the Subdivision, DRI and CDD process.

Coordinates City review, inspections and approvals of subdivisions; coordinates the transportation, sewer, environmental, water, stormwater, zoning, legal, sanitation, and parks review for all subdivisions in the City in order to guarantee the construction of infrastructure while remaining code compliant; issues subdivision approval per permits; releases Bonds/Letters of Credit for subdivision after review for sufficiency.

Coordinates DRI review and approval; reviews permit applications for DRIs; attends transportation methodology meetings for DRIs and changes to DRIs; prepares amendments to the Central Business District (CBD) DRI. Coordinates CDD review within the City of Tampa.

Coordinates and reviews Development Agreements; provides information to the City administration for use in determining the feasibility of allowing City resources to be used.

Attends meetings regarding policy determinations related to areas of responsibility; is responsible for long-range goals, planning and methodologies; develops planning strategy and policy level implementation given limited City resources.

Prepares annual reports to the State of Florida and the Regional Planning Council.

Performs related work as required.

 

Knowledge, Skills & Abilities

Considerable knowledge of: content and interpretation of relevant municipal codes, regulations, and related ordinances; laws, rules, and regulations governing zoning code enforcement; building codes and ordinances.

Working knowledge of: the geographical layout of the city; principles and practices of land use planning; legal terminology; methods and techniques of research, data compilation, analysis, and documentation.

Ability to: work in an evolving environment with emerging knowledge and technologies, competing priorities and changing politics; develop long-range plans and goals; collect, assimilate, analyze, and interpret data; formulate sound recommendations; prepare and effectively present oral and written reports; interpret municipal zoning codes tactfully and impartially; establish and maintain effective working relationships with legal department staff, city officials, contractors, and others.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing monitor.

Minimum Qualifications

Graduation from an accredited college or university with a master’s degree in urban planning, public policy, business or public administration, engineering, or a closely related field with five (5) years of progressively responsible experience in urban planning, zoning, land development and/or land use management.

Licenses or Certifications

Possession of a valid drivers license may be required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
