Provides/oversees general customer service/counseling on all City of Tampa right-of-way issues; performs encroachment regulation analysis.
Serves as Development Review Committee member for all zoning and subdivision requests/petitions to include: right-of-way vacating petitions; encroachment petitions; and, release of easement petitions.
Supervises assignment of addresses for new subdivisions and change of addresses; serves as E911 liaison for addressing in City of Tampa; advises Hillsborough County Property Appraiser of all address changes.
Certifies legal descriptions for all: real estate transactions; City of Tampa easement reservations; petitions including rezoning, special use I and II, wet zoning (regular, temporary and extensions), overlay districts, historic districts, annexations, park renaming, vacating, release of easement, encroachment, special taxing districts, Community Redevelopment Areas, etc.; City of Tampa right-of-way acquisition projects.
Creates Geographic Information System (GIS) database to track and store all zoning, rezoning and special use activity as well as all ROW vacating, easement and encroachment activity; maintains database for all new GIS and work order management processes and procedures.
Creates maps and graphics for all studies; develops policy and procedures manuals for ROW activities.
Supervises and participates in: development of graphics for all special events within the City of Tampa; web site development and maintenance; storage and maintenance of the official City of Tampa boundary and right-of-way maps and zoning atlases.
Serves as technical advisor to all engineering/drafting sections within the City; trains Real Estate personnel on legal descriptions, easements, right-of-way issues.
Assigns and directs the technical work of subordinate personnel; reviews work for accuracy and adherence to standard procedures; assists subordinates with any questions or problems concerning duties and responsibilities; recommends employment, transfer, promotion, demotion, and dismissal of subordinates; completes performance evaluations and participates in administering discipline; serves as initial respondent to grievances; authorizes leave requests; keeps abreast of union contracts and all changes in policies and procedures.
Performs related work as required.
Knowledge of: charting and graphing procedures and practices; legal terminology used in property descriptions; computer aided drafting systems and procedures; records keeping, filing systems, and data storage and retrieval; enterprise GIS concepts, principles and practices of surveying and mapping; GPS; research techniques and data sources; quality control processes; relational database concepts and implementation; Microsoft Access, Excel and Word; MapInfo, ArcGIS.
Ability to: read and interpret plat maps, ordinances and other technical documents; plan, supervise, assign, and review the work of others; collect; assimilate, analyze, and interpret data and draw realistic conclusions; maintain records; prepare oral and written reports and impart them effectively; formulate realistic recommendations and present them effectively; establish and maintain effective working relationships with customers, other employees, municipal officials, and the general public.
