Introduction
This is highly responsible professional and
supervisory work in overseeing land development and zoning activities.
Nature Of Work
An
employee in this class performs work of considerable difficulty in land
development and zoning activities, dealing with the resolution of complex
permitting, site planning and other development and growth management
issues. Work includes supervision of
subordinate supervisory personnel, coordination of various phases of the
planning process, and participation in analysis of municipal conditions/needs
and development of community plans.
Working under general direction, the employee has a significant amount
of public contact with City Council, municipal boards and the general public.
Considerable initiative and independent judgment is required in interpreting
development codes, ordinances and regulations and providing technical
consultation to city officials, contractors, prospective builders, property
owners, and other interested groups concerning municipal zoning codes and
ordinances. Employee has responsibility
for supervising the continuing evaluation and the development of
recommendations for changes in the City of Tampa Land Development
Regulations. Work is reviewed through
conferences, oral and written reports submitted, and observation of results
obtained.
Examples of Duties
Supervises
and coordinates activities and personnel within the area of land development
and zoning; serves as Zoning Administrator for the City and administers
provisions of the Zoning Chapters of the City of Tampa Code; coordinates review
of land development and zoning initiatives; administers zoning code provisions;
coordinates zoning changes and/or variances.
Collects,
assimilates, analyzes and interprets data and indicators regarding municipal
conditions and determines consistency with the City’s Comprehensive Plan, Land
Development regulations, and State and Federal growth management legislation.
Makes
presentations to City Council and municipal boards and to business,
professional, civic and neighborhood groups; confers with technical
engineering, environmental and planning personnel and reviews plans and
specifications for land development; conducts and participates in meetings and
public hearings to gather, present and distribute information.
Develops,
or aids in the development of, new policies, regulations and ordinances related
to development review, growth management and issuance of permits; provides recommendations
on long range planning and policy development to promote sound growth
management.
Prepares
reports and correspondence; assigns, develops and evaluates staff; recommends
such personnel actions as employment, promotion, transfer, and discipline;
completes performance evaluations, manages unit budget and work processes.

Knowledge, Skills & Abilities
Considerable knowledge of: the
principles and practices of urban planning; modern management practices and
procedures; federal, state and municipal legislation impacting municipal
government land development and zoning; recent developments, current literature
and sources of information in the field of planning and growth management.
Working knowledge of: supervisory techniques and practices;
computer technology and software applications pertinent to land development and
zoning processes.
Ability to: plan, assign, direct and coordinate the work
of professional, para-professional and clerical employees in a manner that
promotes full performance; plan, manage, coordinate and participate with city
officials, administrators and employees in complex permitting, site
development, growth management, land development and zoning activities; read
and interpret plans and specifications to determine conforming with
regulations; write and speak clearly and succinctly in a variety of
communication settings; establish and maintain effective working relationships
with City Officials, Director, managers and other employees and the general
public; set objectives and measures and to monitor process, progress and
results; plan, organize and refine procedures.
Physical Requirements
Mostly sedentary, indoors, requires extended use
of computer, typing and viewing monitor.
Minimum Qualifications
Graduation
from an accredited college or university with a master’s degree in urban planning,
business or public administration, or a closely related field and extensive
progressively responsible experience in urban planning, zoning, and/or land
development.
Examination
Evaluation
of education and experience. Drug testing is included in all
pre-employment processing.
Comments
During periods when the Mayor issues an emergency declaration for
the City of Tampa, all employees may be required to work in preparation,
response or recovery activities related to the stated emergency.
