This is highly responsible supervisory work in the area of
discrimination conciliation and human relations.
An employee in this class is responsible for administering and
supervising community relations’ activities. Work is of considerable difficulty
and includes operations planning, budget development, program evaluation, and
supervision of subordinate personnel. Under direction, employee is required to
exercise considerable initiative and independent judgment in performing
assignments, which involve public contact, as well as supervising and
coordinating race and human relations’ activities of the office. Work is
reviewed through conferences and reports submitted.
Formulates
and implements programs to improve race and human relations; supervises and
participates in the activities of identifying, investigating, and mediating
charges of discrimination in the areas of housing, employment, education, and
public accommodations; supervises delivery of human relations services and
training in the form of community meetings, workshops, seminars, conferences,
and mass media activities.
Consults
with various officials and representatives on matters of race and community
relations; serves as an intermediary and/or in an advisory capacity in cases of
discrimination, disagreement, or grievances; represents the office on boards
and organizations impacting race relations; prepares literature, delivers oral
presentations and presents media services in the area of community relations.
Supervises
completion of intake questionnaire during charging party’s interview process
before filing a complaint of discrimination.
Plans,
assigns, schedules, supervises, and reviews work of subordinate employees;
recommends employment, promotion, transfer, discipline, demotion, and dismissal
of subordinate employees as necessary; serves as initial respondent to employee
grievances; completes employee performance evaluations; responds to employee
leave requests; provides orientation and training for subordinate employees as
necessary.
Performs
office administrative tasks; maintains records, submits reports, and
participates in budget formulation and revision.
Acts as
team leader on a project basis in order to facilitate project completion.
Reviews
legislation, court decisions, guidelines, rules, and regulations pertinent to
human relations and civil rights activities; formulates, supervises, and
conducts training programs for employees; develops and implements evaluation
systems to measure efficiency and effectiveness of programs, projects, and
employees.
Performs
related work as required.
Extensive knowledge of: supervisory, training,
and administrative techniques; investigative, intermediary, and conciliation
techniques; fair housing, EEO, civil rights, and human relations laws, rules,
guidelines, court decisions, and regulations.
Ability to: plan, assign, schedule, supervise, and review
the work of others; communicate effectively with persons of diverse social and
economic backgrounds, investigate, mediate, and conciliate charges of
discrimination; prepare and submit written and oral reports; work effectively
in an advisory capacity; perform office and personnel administrative tasks;
establish and maintain effective working relationships with employees,
officials, and the general public.
Graduation from an accredited college or university with a
bachelor’s degree in education, psychology, sociology, management or personnel
administration and five (5) years of r elated counseling or investigative
experience on complaints of discrimination in the areas of employment, housing,
or public accommodations including one (1) year of supervisory experience
OR
An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.
During periods when the Mayor issues an emergency declaration for
the City of Tampa, all employees may be required to work in preparation,
response or recovery activities related to the stated emergency.
