Nature Of Work

Employees in this class, will assist department manager with coordinating the broad organizational elements of the Code Enforcement operation and provide training to supervisors at all levels.  The employee will perform demanding and sometimes hazardous work in providing guidance to inspectional staff, providing code enforcement related health, safety and welfare functions, structural standards inspections and enforcement, zoning enforcement, rental certification program enforcement, sign enforcement, enforcement of various codes related to stormwater, transportation, parking, work without permits and administrative related support activities.  Additionally, the employee is responsible for planning, organizing, coordinating and supervising crews responsible for grounds maintenance, cleanliness and sanitation activities for parkways, alleys, medians, vacant lots and related grounds.  Work is of considerable difficulty and requires the exercise of extensive initiative and independent judgement. Participates as member of the senior team in the formulation, implementation and direction of all policies, procedures and programs.  Work is reviewed through staff conferences, oral and written reports, and results achieved.

Examples of Duties

Assists manager in developing efficient methods of department operation and serving as a participant in the formulation, implementation and direction of broad policies and programs; supervises code enforcement officers and city-wide maintenance teams; assists in the development of strategies to enhance enforcement efforts.

Provides guidance and training to lower level employees, Team Leaders and Senior Inspectors.

Planning, coordinating and directing operations and programs of field services, including all districts and special operations to perform code enforcement and property maintenance services citywide.

Participating in planning, coordinating and directing departmental administrative functions, public education, recruitment and selection of new personnel.

Assist the manager with the responsibilities of private property damage assessment for ESF-19 and oversee activities with regards to the development and implementation of plans, schedules and deployment operations; maintain knowledge of all positions of ESF-19/Damage Assessment-Private Property, and be prepared to fill any role, if needed.

Serves as Planning Chief for Emergency Management’s ESF-19 Damage Assessment of Private Property and assists department manager during activation as Incident Commander.

Engage in neighborhood meetings and activities

Ensure compliance with departmental policies and procedures

Analyzing reports and operating procedures and make recommendations for improvements in procedures and operations as necessary.

Assign, supervise and review the work of assigned staff; Recommend employment, discipline and other personnel actions.

Performing other related duties as required.

Knowledge, Skills & Abilities

Extensive knowledge of:  principles and practices of modern code enforcement administration, organization, methods and

 tactics; state and local law, rules, regulations, statutes and codes relating to job duties; modern supervisory practices

 and procedures; the application of data processing to code enforcement administration and activities

Working knowledge of: MS Word, Excel, PowerPoint; planning and scheduling techniques

Ability to:  ability to enforce regulations with consistency, tact and impartiality; read and interpret comprehensive rules

and regulations; plan, assign, direct, and coordinate the work of professional, paraprofessional, technical, and clerical

employees; write and speak clearly and succinctly in a variety of communication settings; establish and maintain effective

working relationships with city officials and employees, contractors, representatives of other governmental entities,

and the general public; plan, organize, and refine operating procedures; set clear objectives and measures and monitor

process, progress, and results; prepare administrative and technical reports.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s degree in business or public administration, or other related field with five (5) years of supervisory experience in code enforcement or related field; 

OR 

An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job related competencies noted above.

Licenses or Certifications

Possession of a valid Florida driver’s license and International Code Council’s Property Maintenance & Housing Inspector certification; P.E.S.T. (Parking Enforcement Specialist Training); NIMS 100, 200, 300, 400 & 700.
