Assignment of work to subordinate personnel; reviews work for accuracy and adherence to standard procedures; prepares and submits work schedules, insuring that all positions are covered and suspense dates are met; assists subordinates with any questions or problems concerning duties and responsibilities; recommends employment, transfer, promotion, demotion, and dismissal of subordinates; completes performance evaluations and participates in administering discipline; serves as initial respondent to grievances; authorizes leave requests; keeps abreast of union contracts and all changes in policies and procedures.
Prepares and submits proposed standard operating procedures for assigned areas; collects information, prepares and presents written and oral reports; makes independent decisions and resolves problems in absence of immediate supervisor.
Provides information and clarification to other agency representatives, members of the public, and complainants.
Trains and supervises personnel with regard to Residential Building Codes, municipal codes and ordinances, permit processing and other support functions; prepares reports, as needed, for customer inquiries and permits issued; documents customer complaints.
Supervises staff responsible for intake, review and processing of construction plans and documents; perform review for compliance with municipal codes and ordinances.
Calculates, receives and records payments for services; transactions and related payment amounts to totals to ensure accountability of transactions; submits to accounts receivable/banking section and appropriate departments.
Prepares monthly reports; oversees records management; establishes and maintains files; establishes procedures and controls for administrative operations; establishes procedures and controls for intake of construction plans; prepares correspondence, reports and other items; responds to requests from the public.
Establishes and promotes effective working relationships with the public, municipal officials, and other employees through diplomatic communication and processing of inquiries and complaints.
Schedules meetings, appointments, and other events; completes daily time/activity reports; composes, edits, and/or prepares correspondence, reports, and administrative forms, sometimes of a confidential nature.
Performs related work as required.
Knowledge of: Florida Building Code submittal requirements for construction documents; business English and mathematics; rules, regulations, procedures, and functions of assigned area; standard office practices, procedures, and equipment; effective customer service techniques; practices and procedures of cashiering; computer equipment and related application software packages; practices and procedures of permit, plan review and inspection processing; contractor licensing; municipal codes and ordinances; municipal organizations, programs, and policies.
Ability to: assign, supervise, and review the work of subordinate employees; train subordinate employees and evaluate work performance and progress fairly and effectively; prepare clear and concise reports and perform complex records keeping tasks; read applicable building, flood control and energy code submittals; perform basic mathematical calculations with speed and accuracy; operate a personal computer; establish and maintain effective working relationships with the general public, municipal, and other employees..
Graduation from an accredited college with a bachelor’s degree in business administration, construction technology, or a related field, with five (5) years experience in administrative, permit processing and support activities and two (2) years of lead or supervisory experience.
An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.
Possession of a valid Florida driver’s license is required.
Possession of an International Code Council Certified Permit Technician certification. Possession of or the ability to obtain FEMA Floodplain Management Certification within one (1) year of the date of employment.
