Supervises a designated enforcement area with personnel performing systematic patrol inspections and responding to calls for services regarding hazardous and unsafe situations, protecting life and property; supervises a Construction Compliance area and programs with personnel assigned to various specialty areas as systematic inspections, condemnations of abandoned construction, criminal code court, municipal code court; analyzes and interprets staffing efficiency and effectiveness; responds to critical incidents that occur, conducting field activities as needed.
Directs staff and/or contractors responsible for working in coordination with related city departments and other resources, is responsible for receiving and acting on requests, complaints and develops short- and long-range strategies and partnerships for keeping the City of Tampa safe and appealing to tourists, visitors, and patrons.
Provides guidance and training to lower-level employees.
Determines needs and directs and participates in training and career development of staff; formulates recommendations as appropriate; prepares activity reports; develops tactical plans to combat public nuisance problems and appraises the techniques used to determine their effectiveness.Plans, assigns, supervises, and reviews work of subordinates; completes evaluations; reviews and approves training, leave and other requests; administers discipline when required; serves as a respondent in the grievance process.
Records and photographs detected violations to document for future action; research files including computer files and other records for needed information; prepares and presents oral reports to present findings, recommendations, etc.; maintains daily/monthly logs.Files summons for building, electrical, mechanical, plumbing, and site violations and appears in court as required; performs follow-up research concerning compliance as appropriate, or as directed by court.
Ensures that proper safety practices are followed; ensures that daily equipment checks are completed, and that equipment is utilized properly; coordinates preventative and other maintenance needs for equipment.
Attends meetings; reports on operations and makes recommendations relating to policy, procedure, discipline, and programs; conducts briefings with direct reports to review personnel assignments and performance, implementation of policies and procedures, training, and operational procedures; participates in the budget process, identifying personnel, operational and capital improvement needs.
Performs extensive computer research, maintains knowledge of current code requirements, legal aspects of code enforcement and State laws.
Attends neighborhood civic association and other meetings as a senior construction compliance representative to foster positive community relations, answer public inquiries concerning ordinances and statutes in relation to specific situations, speaks to civic and other organizations on construction compliance issues, participates in special events such as neighborhood clean-ups and neighborhood watch events.
Initiates investigation of citizen complaints relating construction compliance issues, providing a response or plan to address the issue; initiates review of cases of apparent or alleged misconduct of assigned personnel; reviews complaints for assigned personnel and recommends appropriate action. Reviews site plans for code compliance; prepares reports and correspondence; manages area budget and works processes.
Orders cease in operations if installations or operations do not conform to applicable codes or if proper licenses and permits are not obtained; issues citations/notices of violations of ordinances to achieve compliance.
Performs damage assessment and habitability inspections of both commercial and residential buildings as part of the City’s emergency response and recovery responsibilities.
Operates lightweight motor vehicle to travel among work locations; performs tasks requiring moderate physical exertion, including climbing ladders, scaffolds, etc.
Operates and maintains portable computer/printer equipment as part of mobile data system; inputs permit, plans and inspections data; utilizes appropriate software.
Performs related work as required.
Knowledge of: principles and practices of modern code enforcement administration, organization, methods, and tactics; federal and state laws and regulations relating to job duties (e.g. relevant State Statutes), including rules relating to, demolition of structures, safeguards afforded to individuals by the Constitution and federal and state laws; modern supervisory practices and procedures; modern developments, current literature, and sources of information relating to construction compliance in general, building department operating rules, regulations and policies, and City policies; practices, methods, techniques, equipment, and materials applicable to grounds maintenance; occupational hazards and applicable safety precautions; planning and scheduling techniques; effective techniques for coordinating with public and private groups to develop partnerships; labor relations, contract administration and grievance procedures.
Ability to: write and speak clearly and succinctly in a variety of communication settings; prepare administrative and technical reports; plan, assign, direct, and coordinate the work of professional, para-professional, and clerical employees in a manner that promotes full performance; establish and maintain effective working relationships with City officials, directors, managers, and other employees, contractors, the media, and the general public; refine procedures; blend people into teams when needed and foster open dialogue and participation; set clear objectives and measures and monitor process, progress and results; lead and motivate.
