Nature Of Work

The employee in this class, under the Infrastructure and Mobility Administrator’s direction, serves as the public information and engagement coordinator for the Infrastructure and Mobility Departments. Work involves tasks highly technical difficulty in planning, organizing, and coordinating Mobility and Infrastructure public relations activities and is performed under general supervision. Due to the nature and sensitivity to capital projects in neighborhood areas, the employee must exercise considerable initiative and independent judgement in addition to considerable discretion as to what, when, and to whom information is released in order to properly communicate factual information with key stakeholders. The employee must take great care to ensure that the accuracy of all statements is ensured before being released and, as the public engagement and program coordinator must exercise tact and courtesy in dealing with the media and the public. Work is reviewed through conferences, reports submitted, and results achieved.

Examples of Duties

  • Coordinates the efforts of public outreach and community engagement of the various Infrastructure and Mobility Departments to assure that the press and public are provided with access to timely, accurate, and informative news concerning public works type projects and programs. 
  • Guides, contributes to, and participates in departmental public relations efforts for the purpose of promoting trust, cooperation, and understanding; coordinates and facilitates the dissemination of information to the media and the general public; prepares news releases and schedules and organizes press conferences, web site updates, and project schedule packages. 
  • Conducts research on project background, Comments & Coordination reports, materials for public engagement meetings, media inquiries, citizen town hall meetings, power point presentations, and video messages. Compiles information on project benefits, costs, schedules, construction coordination and citizen inquiries in support all Infrastructure and Mobility Departments.
  • Prepares reports and correspondence; assigns, develops and evaluates program priorities; manages unit budget and work processes.
  • Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: public relations, communications, and public information dissemination techniques, and public speaking principles and practices, city planning processes, and local utility and mobility agency processes. Considerable knowledge of: news media organizations and methods of operation; methodologies for project prioritization, scheduling software, project management software, modern management practices and procedures; modern office practices, procedures, and equipment; technical writing abilities.
Working knowledge of: regulations, standards, and procedures related to Planning, Utilities, Mobility, and Municipal Environmental sectors. 
Ability to: write and speak clearly and succinctly in a variety of communication settings; translate technical studies into power point materials for citizen engagement, blend people into teams when needed and to foster open dialogue and participation; establish and maintain effective working relationships with city officials and employees, representatives of the media, business, engineering, civic, neighborhood and educational groups, and the general public, including those in conflict with the orderly processes of community life; plan, assign, direct, and coordinate the work of  engineers, CAD technicians, paraprofessional and clerical employees in a manner that promotes full performance; handle irritated or concerned citizens in professional manner and secure essential information from them pertaining to their requests, problems or complaints; deal with public relations problems effectively, courteously, and tactfully. 
Skill in: making presentations in a variety of settings and creating citizen-oriented materials from technical data and studies.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree and a minimum of ten years experience as a Public Engagement Professional or Community Planner. Experience with relationship building, government affairs, and technical reporting is also desired. Required knowledge of electronic collaborative platforms and social media platforms.

Licenses or Certifications

Possession of a valid Florida driver’s license required. AICP Certified Planner preferred.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
