This
is a highly responsible professional administrative and technical work
Involving planning, design,
construction, and related support work for the city’s transportation
system.
Nature Of Work
The
employee in this class, under administrative direction, is responsible for
managing and organizing the city’s transportation vision including the
planning, design, construction supervision of city streets and bridges, and
conducting a variety of engineering functions.
The employee is responsible for researching, evaluating, coordinating,
and resolving transportation issues within the city. This position is also
responsible for planning activities relative to coordinating land-use, transportation
models involving mobility, livability, accessibility, sustainability and resilience. Work is of unusual difficulty and involves
complex and demanding professional engineering assignments requiring the
exercise of extensive initiative and independent judgement in planning and
developing programs, capital projects and establishing service levels that meet
current and future city transportation needs.
Work is reviewed through staff conferences, oral and written reports,
and results achieved. Appointed
position; employee serves at the pleasure of the Mayor.
Examples of Duties
Directs transportation programs,
including transportation planning and implementation; develops proposals for
transportation programs and capital projects to meet current and future needs;
works with and monitors consultants on transportation projects.
Coordinates
traffic analysis for development/redevelopment projects submitted to but not
limited to the following: Planning and
Development, Barrio Latino Commission and the Architectural Review Commission
for approval, provides reports and presentations to City Council.
Coordinates
community engagement and outreach efforts related to transportation projects
and activities in the city.
Prepares
plans for improvements including intersection realignments, removal, or
addition of parking, extension of city streets, street widening, and one-way
street operation; manages program of traffic studies to: measure utilization of streets in relation to
design capacity, evaluate the need for addition of traffic signs and signals,
determine if neighborhood speed control measures should be implemented, assess
vehicular and pedestrian crash causes, and develop traffic statistics for use
in traffic planning.
Develops
and manages a variety of transportation projects that are responsive to the
requirements of land use and urban design objectives for the community;
presents projects to promote public understanding of policies and programs via
media interviews, including on-camera and newspaper articles; coordinates
various traffic-engineering activities directly with neighborhood residents to
establish and promote cooperative city-resident relationships.
Knowledge, Skills & Abilities
Comprehensive knowledge of:
modern principles and practices of transportation engineering;
materials and equipment; federal, state and local laws, rules and regulations
relating to administering a transportation program.
Extensive knowledge of:
modern management practices and procedures; modern developments, current
literature, and sources of information relating to transportation and traffic
engineering; Manual on Uniform Traffic Control Devices (MUTCD).
Ability
to: plan,
assign, direct and coordinate the work of professional, technical,
para-professional, and clerical employees in a manner that promotes full
performance; write and speak clearly and succinctly in a variety of
communication settings; establish and maintain effective working relationships
with city officials, directors, managers, consultants, contractors, and the
general public; set clear objectives and measures and monitor process,
progress, and results; be a creative problem solver; initiate and implement new
and innovative programs.
Skills
in: transportation engineering, program
management, transportation fees and grants.
Minimum Qualifications
Graduation from an
accredited college or university with a bachelor’s degree in traffic
engineering or related field, preferably a master’s degree, and five (5) years
of progressively responsible experience in traffic engineering and street
design and construction including three (3) years in supervisory and
administrative experience.
Licenses or Certifications
Registration
as a Professional Engineer in the State of Florida or Professional Engineer
registration from another state and the ability to obtain Florida registration
within six (6) months of employment.
Possession of a valid Florida driver’s license.
Comments
During
periods when the Mayor issues an emergency declaration for the City of Tampa,
all employees may be required to work in preparation, response or recovery
activities related to the stated emergency.
