Maintains the focus and performance of the leadership team; functions as the ultimate authority when necessary. Serves as leader of the Leadership Team, coaches and motivates other team members; facilitates groups; identifies problems in early stages; makes timely decisions.
Leads the team leaders and specialists to propose and implement steps to continually improve operational reliability, cost effectiveness and treated effluent quality through enhancing treatment operations, increasing automation and updating equipment where appropriate.
Responds to emergency situations and leads actions to protect the environment, personnel and the facilities.
Performs liaison activities with regulatory agencies and other national, state, and regional organizations with respect to wastewater treatment and disposal, and regulatory issues.
Evaluates performance of the leadership team, team leaders and some specialists; monitors and demonstrates continuous improvement.
Ensures effective communication throughout the organization; performs frequent reviews with team leaders; schedules face-to-face meetings with all personnel.
Leads the planning efforts, both short and long term, to maintain proper funding of organizational needs.
Prepares reports and correspondence; leads, assigns, develops and evaluates personnel; manages the Division budget and work process.
Performs related work as required.
Advanced knowledge of: how to lead and direct teams; modern engineering methods, principles and practices in relation to pumping stations, wastewater treatment, facilities, operations, maintenance, and equipment.
Extensive knowledge of: federal, state, and municipal rules, regulations and ordinances pertaining to wastewater treatment and disposal.
Intermediate knowledge of: the organization; budgeting; performance management; computers; modern developments, current literature, and sources of information relating to operating, maintaining and leading wastewater organizations.
Basic knowledge of: performance measures; cost/benefit analysis.
Intermediate ability to: align, establish and monitor goals; motivate; maintain external focus. Advanced skill in: communication; facilitation; problem solving; decision making; interpersonal relations. Intermediate skill in: coaching; conflict resolution.

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
