Introduction

This is highly technical work in the design and analysis of instrumentation and control systems for Advanced Wastewater Treatment plant (AWTP) or Transportation Bridge Maintenance facilities.  Bargaining unit position.

Nature Of Work

An employee in this class is responsible for providing expertise in the design, analysis and maintenance of instrumentation and control systems for AWT plant, pumping stations or bridge maintenance facilities. Work is of more than average difficulty involving troubleshooting complex problems in instrumentation and control systems, and networking systems. Under general direction, the employee exercises considerable initiative and independent judgment in reviewing system designs and recommending changes in plant instrumentation and control systems. Work is reviewed through conferences, oral and written reports, observation of work performed, and result obtained.

Examples of Duties

Reviews system designs, specifications and products; recommends changes in plant, pumping stations or bridge instrumentation and control systems; reads electrical prints and instrumentation and control diagrams; performs operability reviews of processes, products and plant facilities as related to instrumentation and control systems, including all types of programmable logic controllers, networking equipment, analyzers, gauges, control loops, I/O devices, remote terminal units, level measuring equipment, pneumatic operated equipment, etc.; attends pre-construction meetings for plant additions, expansion and modification.

Monitors, reviews and validates work for quality control assurance of wide-ranging instrumentation and control repair practices; writes Standard Operating Procedures (SOPs) relating to wide-ranging instrumentation control practices; works with outside vendors on instrumentation and control systems; provides expertise with respect to programmable logic controllers, networking equipment, analyzers, gauges, control loops, I/O devices, remote terminal units, level measuring equipment, pneumatic operated equipment, etc; trains and assesses the performance of AWT technicians.

Troubleshoots complex problems in instrumentation and control systems, and networking systems; gathers and interprets historical data from Supervisory Control and Data Acquisition (SCADA) systems, Computerized Maintenance Management System (CMMS), and other sources; interprets data and provides recommendations; reads, modifies and analyzes programs for Programmable Logic Controllers (PLCs); interprets and analyzes general instrumentation programs; identifies recurring and complex problems and recommends corrective actions; recognizes and identifies trends in instrumentation and control systems; performs failure and root cause analysis.

Maintains and reviews technical reports, records and library; reads prints, schematics and control diagrams; conducts research utilizing a wide variety of sources; recommends corrective actions based on knowledge of wide-ranging instrumentation control repair practices, new technologies and products; writes reports to leadership including information on SOPs and work practices reviewed, written or modified.
