This is highly technical and lead work involving oversight of the operation of a State licensed drinking water production facility.
Employee acts as Team Leader (TL), Determine and prepare shift assignments; prepare daily condition reports; and, assist in operations with auxiliary treatment plants, well field operation, or sludge processing, either remotely or with remote personnel. The employee trains subordinates to assure safety and ensures plant Standard Operating Procedures (SOPs) are adhered to. Other duties consist of performing personnel and administrative tasks including assisting with employee evaluations, development of SOPs, inspecting safety and emergency equipment for proper operation and condition; maintaining files, logs and records required for proper operation and condition.
Maintains, troubleshoots and repairs equipment, storage facilities, and all related functions of the water treatment processes. Schedules and plans assignments for annual inspections, cleanings, and maintenance. Utilizes a computerized maintenance management system to coordinate daily/weekly preventative maintenance, generate work orders for other departments, and track utility staff activities. Performs or supervises specialized maintenance for normalized operation of chemical systems related to the operational process (chlorine rail cars, polymer lines, in-line strainers, tank cleaning, sludge/vegetation removal and general process housekeeping). Remote storage weekly maintenance to include housekeeping, painting, security checks.
Operates valves for required manual operation of ASR recharge/recovery, tank isolations, and scheduled maintenance. Maintains chemical inventory at the David L Tippin water treatment facility. Schedules and plans the watershed maintenance activities. Serves as the safety coordinator for the operations department. Interacts with outside contractors; coordinates work activities and advocates for continuity of at the May stand in for shift-supervisors in their absence. Performs related work as required.
Considerable knowledge of: water treatment operation principles, practices, procedures, and equipment; treatment chemistry of ground and surface waters; LOTO protocols; chemical handling and safety pertaining to potable water production; OSHA standards and policies regarding safety in a heavy industrial environment; Federal and state regulatory requirements for water treatment parameters under the Safe Drinking Water Act.
Working knowledge of: chemical feed systems; pumps, pumping mechanics and associated equipment; practices, methods, materials, and tools of the mechanical trade; effective lead worker techniques; chemical inventory control; shift scheduling.
Ability to: act in a lead capacity, plan, organize and oversee the activities of other employees; read and interpret specifications and blueprints related to operational process control and pipe schematics; identify the causes of mechanical and/or electrical equipment failure and make prompt and correct diagnosis; establish and maintain effective working relationships with employees and the general public. Train and mentor subordinates, offer constructive, personalized feedback to enhance their performance.Graduation from an accredited high school; some college level course work in biology, chemistry, or natural sciences, theories and principles are preferred; and three (3) years of responsible experience in a lead capacity involving water treatment operations; or an equivalent combination of training and experience.
