This is highly technical work involving supervision of the operation of a State licensed drinking water production facility.

An employee in this class performs work of considerable difficulty in planning, organizing, and supervising the daily activities of employees engaged in performing technical duties of advanced water treatment activities. Under direction, the employee supervises water production chemistry, treatment, filtration, and sludge removal systems to insure all specifications for water quality are maintained in compliance with department standards and federal and state regulations of Safe Drinking Water Act. The employee exercises considerable initiative and independent judgment to ensure all treatment plant operations are accomplished as directed by F.A.C. 62-550, 555, and 560. Personnel and administrative activities of the employee include determining and preparing shift assignments, scheduling leave to insure shift coverage, reviewing work of all assigned personnel, preparing monthly reports required by regulatory agencies and Production management, preparing weekly payrolls, administering employee evaluations for operators, addressing personnel problems of employees, and supervising and making arrangements for employee training. Work is reviewed through conferences, reports submitted, and observation of results obtained.

Plans, organizes and supervises daily operation of a State licensed drinking water production facility; supervises water production chemistry, treatment, filtration, and sludge removal systems to insure adherence to water quality standards.

Supervises and inspects chemical feed systems of liquid, dry and gaseous chemicals used in treatment to determine status and insure proper system operation; insures chemical handling, safety, storage and procurement procedures are followed; enforces procedures for handling chemical spills and accidental chemical releases;

Develops pumping procedures for operation of low and high service pumping to insure efficient operation, including pumping hydraulics, pump curves, pump equipment and valving and associated equipment; models Morris Bridge Wellfield to produce pumping schedule in compliance with city and Southwest Florida Water Management District permits.

Serves as system supervisor for Supervisory Control and Data Acquisition (SCADA) operations and networking, PLC programming, and I/O communications and directs SCADA Instrumentation & Control group on maintenance and expansion of SCADA equipment and capabilities (for Hillsborough River Water Treatment Plant and Morris Bridge Water Treatment Plants).

Maintains treatment chemical inventory control, ordering systems, and storage levels for chemicals used; assures water production standard operating procedures are complete, up-to-date and strictly followed by operational personnel; coordinates maintenance repairs and preventive maintenance with maintenance supervision; coordinate maintenance of production wells with outside contractor; supervises maintenance and repair of pumps and control systems of 240 volts or less.

Prepares annual budget estimates; reviews expenditures and computes operational costs; prepares and maintains production records and reports; prepares technical evaluations as directed.

Performs related work as required.

Extensive knowledge of: water treatment operation principles, practices, procedures, equipment, and treatment chemistry of ground and surface waters; chemical handling and safety pertaining to potable water production; OSHA standards and policies and federal and state regulatory requirements for water treatment parameters under the Safe Drinking Water Act.

Considerable knowledge of: chemical feed systems; pumps, pumping mechanics, pumping hydraulics, pump curves, valves and associated equipment; SCADA networking and communications; practices, methods, materials, and tools of the mechanical trade; effective supervisory practices; chemical inventory control; shift scheduling.

Ability to: plan, organize and supervise the work of subordinates; conduct basic laboratory tests for water treatment and quality; create and maintain records and prepare and submit clear and concise reports for supervisors, federal and state regulatory agencies, and management; maintain effective working relationships with employees and the general public.

Skill in: operation and maintenance of equipment utilized in water treatment operations.

Graduation from an accredited high school, supplemented by college level course work in biology, chemistry, engineering, or natural sciences with course work in theories, principles and supervision of water treatment operations, and three (3) years of progressively responsible related experience working in a lead capacity.

Possession of a State of Florida Class “A” Drinking Water Operator’s License.

Certification (or the ability to obtain within eighteen (18) months) in Basic Electrical Skills, Basic Mechanical Skills, and Level 1 I & C Skills per Tampa Water Department Training Program.

Possession of a valid Florida driver's license required.

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
