Introduction

This is highly technical supervisory work involving the coordination of mechanical and electrical predictive, preventative and corrective maintenance of equipment for a state licensed drinking water production facility.

Nature Of Work

An employee in this class is responsible for work of considerable difficulty in planning, organizing and supervising the daily activities of technical subordinates in various maintenance activities for mechanical and electrical equipment and systems throughout the water production facility. Considerable initiative and independent judgment are required in the analysis of complex electrical and mechanical failures and making decisions of potentially major impact in the coordination of corrective activities. Ensuring that workers remain alert to hazardous conditions and adhere to appropriate safety standards is an important aspect of the work. Work is performed under direction and is reviewed through observation, conferences, and reports submitted as well as by evaluation of the results obtained.

Examples of Duties

Supervises technical work teams involved in maintenance and repair of water production plant equipment; analyzes highly complex problems to detect causes of electrical and mechanical failures; determines corrective measures to be taken and reviews maintenance, repair and installation tasks in progress and upon completion to insure proper and efficient work performance and adherence to quality standards.

Plans, assigns, schedules, supervises, and reviews the work of subordinates; recommends such personnel actions as employment, promotions, transfers, demotions, suspensions, and dismissals; responds to requests for leave; completes performance evaluations and administers required discipline; ensures that subordinate employees receive appropriate orientation and training in performing specialized job tasks.

Interprets and works from electrical and mechanical technical sketches and blueprints; performs technical calculations in the process of planning, developing and implementing facility equipment installation, alterations and repairs; oversees information accuracy of data input and output of the maintenance management system, including equipment history, work order status and cost reports; prepares and submits maintenance section activity and equipment reports and budget estimates; makes recommendations and implements improvements to facilitate more effective maintenance work practices and equipment reliability.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: standard tools, methods, materials and practices utilized in industrial maintenance and repair of plant mechanical and electrical equipment and systems; occupational hazards and appropriate safety precautions.

Considerable knowledge of: mechanical and electrical equipment inspection procedures and techniques.

Working knowledge of: effective supervisory techniques.

Ability to: locate and define the scope of highly technical equipment failures and problems and effect appropriate modifications or repairs to resolve such failures and problems; plan, organize and supervise the work of subordinates; coordinate a highly technical facility maintenance program; establish and maintain a computerized and hard copy maintenance management records system; prepare and submit reports, orally and in writing; interpret and work from mechanical and electrical sketches, blueprints and schematics; establish and maintain effective working relationships with employees and the general public.

Minimum Qualifications

Graduation from an accredited high school or vocational school, supplemented by industrial technical training in mechanical and electrical equipment, and five (5) years in practical experience in mechanical/electrical maintenance including one (1) year of experience as a supervisor or other mechanical lead capacity.

Licenses or Certifications

Possession of a valid Florida driver’s license required; Certification for Basic Level I and II Mechanical Skills and Level I Electrical Skills per Tampa Water Department training program or ability to obtain within 18 months.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
