Introduction

This is highly responsible supervisory work involving the administration, direction, and supervision of water production maintenance service contracts, construction contracts, equipment purchases and material purchases.

Nature Of Work

An employee in this class of work is responsible for performing tasks of considerable difficulty handling and administering all water production service and construction contracts and supervising all activities relating to the receipt, storage and issuance of maintenance materials, supplies, and equipment. Under direction, the employee is required to exercise considerable initiative and independent judgment in performing work assignments. Work is reviewed while in progress and upon completion through conferences, oral and written reports and results obtained.

Examples of Duties

Researches information, prepares specifications and coordinates all technical contract data and equipment ordering with user section supervisors for review and correctness; receives, analyzes and tabulates bids, and makes recommendations for contract awards.

Plans, organizes and implements activities related to the receipt, storage and issuance of materials, supplies and equipment; monitors contract work in progress, the performance of physical inspections, the review of progress payments and the final stages of contract completion; assists in developing maintenance budget for equipment and material needs.

Coordinates the assignment and maintenance of vehicles and off-road equipment essential to the maintenance operation; supervises the establishment and periodic review of material reorder quantities maintained in stock for possible deletion, disposal or increase.

Implements city and division purchasing policies, procedures and directives; attends prebid and pre-construction conferences, reviews qualifications of contractors and material suppliers.

Recommends personnel actions such as employment, promotions, transfers, demotions, suspensions, and dismissals; administers required discipline and responds to employee grievances; responds to employee leave requests; completes performance evaluations.

Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: methods, procedures, and documents required in the administration of municipal contracts; federal, state and municipal codes, ordinances, rules, regulations, and related documents; all types of water treatment equipment purchases and material purchases; mechanical and electrical equipment, parts and materials.

Considerable knowledge of: effective supervisory techniques; management of construction and/or services contracts; methods and procedures employed in the acquisition, storage and issuance of construction and maintenance materials, tools and equipment.

Ability to: plan, organize, and implement activities relating to the receipt, storage and issuance of maintenance materials, supplies, and equipment; coordinate the assignment and maintenance of vehicles and off road equipment; implement city and division purchasing policies, procedures and directives; analyze and tabulate bids, and make recommendations for contract awards; establish and maintain effective working relationships with employees and the general public.

Minimum Qualifications

Graduation from an accredited high school or vocational school with three (3) years of progressively responsible experience in storekeeping, warehousing, or contracts and one (1) year of supervisory or lead experience.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Possession of, or the ability to obtain, within 18 months, certifications for: Basic Mechanical Skills; Level I, Electrical Skills; and Level I, I & C Skills.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
