Introduction

This is highly responsible supervisory work at Water Distribution.

Nature Of Work

An employee in this class is responsible for ensuring the efficiency, productivity and effective performance of multiple teams engaged in either preventive maintenance or reactive operations at the Water Department. Under direction, the employee performs tasks of considerable difficulty which include: establishing team metrics; developing, reviewing and implementing team plans and goals; monitoring and evaluating work practices. Tasks are performed with great independence requiring the exercise of considerable initiative and independent judgment. Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Monitors and evaluates work practices for improved team productivity; schedules resources for team members’ growth; maintains continuous 30-day forecast of resources and projects; establishes team metrics; evaluates performance measures.

Develops team budget; recommends cost reductions and revenue enhancements; uses feasibility and cost/benefit analyses to arrive at sound fiscal decisions.

Coordinates job assignments; monitors and supports field operations; resolves team conflicts and personnel issues; administers discipline when required; provides safety review.

Conducts weekly team meetings.

Develops effective team members to include providing goals and objectives; reinforces and supports the use of business skills, technical skills, and team skills; communicates needs and expectations; evaluates performance.

Plans, assigns, supervises and reviews the work of subordinate team leaders and employees; recommends employment, promotion, transfers; completes team leader performance evaluations and is the reviewer on employee evaluations; responds to grievances and approves leave requests; administers discipline as required.

Develops, reviews and implements team plans and goals; coordinates the work with other teams, support groups, and leadership.

Fills in as acting Distribution and Consumer Services Manager as required.

Performs related work as required.

Knowledge, Skills & Abilities

Advanced knowledge of: scheduling; water distribution maintenance, repair, construction, and emergency response.

Intermediate knowledge of: team dynamics and team building; performance management.

Some knowledge of: budgeting. Intermediate ability to: motivate, coach and mentor; organize; approach and address issues from a comprehensive viewpoint; resolve conflicts at the team level.

Advanced skill in: leadership; decision making; communication with internal and external customers.

Intermediate skill in: coaching; peer assessment; providing feedback; team building; managing diversity; facilitation; problem solving; conflict resolution; computers.

Personal Characteristics: approachability; compassion; composure; decisiveness sound ethics and values.

Areas of Accountabilities: how often personnel conflicts are taken to leadership; number of times team meets performance measures; number of skill blocks obtained per team member; weekly team meetings; maintaining continuous forecast of resources and projects.

Minimum Qualifications

Graduation from an accredited high school or vocational school, preferably with six (6) months college coursework, and ten (10) years of progressively water distribution operations experience including two (2) years in supervisory experience; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida driver’s license; ability to obtain the Level I Distribution License within one (1) year of employment.
