Nature Of Work

Under administrative direction, an employee in this class is responsible for leading and managing the Water Distribution Division. Work is of unusual difficulty and involves the application of extensive initiative and independent judgement in directing and supervising the continuous operations and maintenance of the system as well as establishing service levels, recommending staff levels and expertise of staff; and recommending projects that meet current and future municipal water distribution needs. Work is reviewed through conferences, reports submitted, and results achieved. Appointed position; employee serves at the pleasure of the Mayor.

Examples of Duties

Leads and manages the operations of the Water Distribution Division, including developing short-term and long-range goals, objectives and operating budgets in coordination with Water Department leadership, other departments and agencies.

Directs, plans, organizes, manages and supervises all activities of personnel involved in operation and maintenance of the water distribution system.

Directs all appropriate supervisory functions associated with new water and reclaimed water installations.

Reviews preliminary plans and contracts prior to construction; ensures that all utility construction complies with standards and specifications.

Manages the training of all personnel involved in the areas of responsibility; develops and maintains up-to-date standard operating procedures.

Maintains accurate and detailed system records; ensures compliance with all applicable local, state and federal regulations; plans for necessary changes required to meet changing regulations.

Researches and recommends specifications for annual bids, capital improvement projects and service contracts. Reviews and assists in the design of system modifications and expansions.

Ensures the provision of prompt and efficient field service to customers. Performs specific projects as assigned. Responds to and resolves issues and inquiries from the public and participates in public meetings as required.

Attends/schedules meetings with City staff, engineers, and contractors to provide/exchange information on distribution issues, and for project planning and coordination. Consults with other division managers/supervisors to coordinate activities and projects, and to collaboratively plan for projected system needs.

Maintains current knowledge of trends and developments in distribution technology, operating methods, process control techniques, advanced equipment and instrumentation; and municipal, county, state, and federal regulatory practices as related to distribution standards.

Prepares county, state, and federal reports as per established regulatory requirements. Meets with county, state, and federal regulatory representatives to discuss/address compliance issues. Primary agencies include Florida Department of Environmental Protection, federal Environmental Protection Agency, Southwest Florida Water Management District and American Water Works Association.

Sets division policies, develops and administers comprehensive operational and capital budgets; approves and oversees Division expenditures, including pay requests from vendors, contractors, and consultants. Monitors and controls accounting and expenditures for division to assure compliance with established and projected budget(s), i.e., records management, purchase requisitions, inventory, and equipment maintenance.

Contributes to the creation of departmental presentations and may present for Council meetings, other formal conferences, regulatory agencies, etc.

Evaluates assigned personnel for efficiency and effectiveness; initiates personnel actions of hiring, promotion, discipline, termination, training and development; resolves or refers personnel problems or grievances; directs and assigns work to employees that report to them; and provides technical support, motivation and guidance in their work activities.

Will act as Co-Commander of assigned Emergency Response Center including all of the planning and preparation that is conducted annually.

Performs related work as required.

Knowledge, Skills & Abilities

Knowledge of: the operating, maintenance and repair principles and practices applicable to water distribution systems, equipment and appurtenances; safety regulations, precautions and occupational hazards associated with the work; regulatory requirements relative to the environmental impacts of reclaimed water releases.

Skilled in: the use of small office equipment, including copy machines or multi-line telephone systems; skilled in using computers for data entry, word processing and accounting purposes.

Ability to: organize effectively; maintain accurate records and prepare clear and concise reports; exercise considerable independent judgment; communicate effectively and clearly both orally and in writing, and at all levels of the organization; create public presentations and present in a professional setting; work in a team environment and to establish and maintain positive and effective working relationships with City officials, employees, customers and the public; interpret blueprints, charts, graphs and computer printouts relating to installation, operation, maintenance and repair of systems within areas of responsibility; effectively train and supervise subordinate personnel in the proper installation, maintenance and repair of systems within areas of responsibility; plan, organize, supervise and inspect the work of all department staff engaged in areas of responsibility; establish operating and maintenance task procedures for departmental tasks.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor’s, preferably a master’s degree, in engineering, business or public administration or environmental science and seven (7) years of progressively responsible experience in water distribution system operations, construction and maintenance, including three (3) years of experience in supervision or management.

Licenses or Certifications

Registration as a professional engineer in the State of Florida is preferred.

Possession of a valid Florida driver’s license required.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
