An employee in this class is responsible for performing and overseeing semi-skilled and skilled tasks of more than average difficulty in construction of water infrastructure for the Water Engineering section. Some tasks might require the employee to perform tasks of a hazardous nature and to work shifts or extended days. Employees operate power tools, drive heavy trucks, and operate small, medium and some heavy equipment. Under occasional supervision, the employee exercises initiative and independent judgment in performing assigned tasks. Work is reviewed while in progress and upon completion through observations, reports, and results obtained.
Performs as the lead in semi-skilled and skilled tasks related to construction, maintenance, and repair of water/sewer/stormwater infrastructure; assigns and reviews work of other team members; trains other personnel.
Checks elevations for proper grade. Safely excavates areas to proper elevation
Pours and finishes concrete; restores area to its previous condition including asphalt pavement, sod installation and concrete work.Perform installation and repairs of water mains, valves, hydrantsand services. Installs and operates a well point system. Repairs and replaces house connections.
Utilizes electromagnetic cable and pipe locator to identify and verify construction layouts.
Gathers data and information; reviews work assignments; generates and completes work orders; maintains records and prepares reports as needed.
Reads plans and oversees new construction and repairs. Participates in the preparation of construction plans and specifications; reads and interprets plans and specifications.
Handles all boiled water related notices; schedules and notifies shutdowns; maintains all related paperwork; ensure compliance with DEP/DOH requirements.
Fills out weekly forms tracking locations, work order (WO) numbers, equipment used
Completes online ticket for utility location compiles necessary reports; maintains attendance records and timesheets; investigates citizen complaints and initiates complaint repair tickets/triage/work orders.
Operates the following: Excavators, Backhoes, payloader, skid steer rollers; trailers with dump trucks; electromagnetic locator; directional drilling equipment.
Performs related work as required.
Knowledge of: Pipe laying, concrete forming/ finishing, restoration of project, DEP/DOH requirements; thrust block installation; proper bank slopes; project and construction management.

Graduation from an accredited high school, technical or vocational school and more than five (7) years of experience in pipe laying, operating of medium to heavy equipment; concrete forming / finishing and restoration of right-of-way.
Employees may be required to work extended shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
