This is highly responsible professional and supervisory work involving technical wastewater treatment support programs.

An employee in this class has major responsibility for planning, coordinating, and supervising employees engaged in implementing regulatory and technical monitoring programs in connection with the operation of a municipal wastewater treatment facility. Work is of considerable difficulty and involves industrial waste monitoring, laboratory testing, regulatory compliance, and water quality sampling. Under direction, the employee is required to exercise considerable initiative and independent judgment in selection of work methods required for implementation of programs. The employee also performs such administrative tasks as developing unit goals and objectives, establishing work priorities and schedules, and formulating operating policies and procedures and work standards. Work is reviewed while in progress and upon completion through conferences, oral and written reports, and results obtained.

Plans, coordinates, supervises, and reviews work of subordinate personnel engaged in highly technical tasks that support the operation of an advance wastewater treatment facility and wastewater collection system; supervises tasks related to laboratory testing, industrial monitoring, regulatory compliance, and water quality sampling; participates in such personnel activities as recommending employment, promotions, transfers, and demotions; administers required discipline and responds to employee grievances; completes employee performance evaluations; responds to requests for leave; prepares recommendations for unit budget to be included in division budget; prepares and submits technical reports.

Plans biological tests, examinations and analyses relating to wastewater operations; studies, recommends, modifies, and implements procedures for control of odors in the sewage collection system and wastewater treatment plant; consults with plant managers on needs for pre-treatment and reduction of pollutants; determines if violations or hazards exist and ensures completion of corrective measures.

Plans, organizes, and schedules monitoring, sampling, and inspections of industrial users for plant effluent; reviews industrial facility plans and makes recommendations for establishing discharge permits; establishes schedules for monitoring industrial wastewater facilities for determining special user fees; develops special user rates and coordinates data for the industrial cost recovery system; receives industrial wastewater reports and determines compliance to permit requirements; develops schedules for monitoring and inspecting industries for compliance to all applicable municipal, state and federal wastewater regulations.

Supervises training of personnel to ensure that all safety procedures and equipment conform to safety standards and security requirements; develops curriculum and lesson plans for classes; works with claims section to develop safety reports and provides information to departments; instructs personnel in the proper handling of data.

Conducts surveys; compiles statistics; designs and conduct fieldwork experiments; conducts tours of plants; advises public on environmental control and solid waste management rules and regulations.

Supervises maintenance of industrial and laboratory reports; prepares reports for monitoring programs, including information which may be used by municipal, state and federal regulatory agencies; meets with personnel from regulatory agencies, industry and municipal departments to discuss related matters; interprets and summarizes regulatory agency requirements and recommends appropriate action.

Performs related work as required.

Extensive knowledge of: principles, practices, methods, and equipment used in wastewater operation and maintenance; water quality monitoring methods and procedures; safety hazards associated with wastewater collection and treatment, and appropriate methods and procedures to promote safety among subordinates.

Considerable knowledge of: modern equipment and scientific instrumentation used in chemical studies of water and wastewater; regulatory procedures used for monitoring industrial facilities; facilities, equipment and operating practices related to odor control in wastewater collection systems.

Ability to: prepare and submit accurate and complete reports of monitoring programs both orally and in writing for presentation to public officials when required; supervise, assign, direct, and train subordinate personnel; establish and maintain working relationships with employees, officials, and public.

Skill in: the operation and maintenance of equipment utilized in wastewater measurement, sampling, and pretreatment operations.

Graduation from an accredited college or university with a bachelor’s degree in environmental engineering, chemistry, biology, or related field, and three (3) years of progressively responsible experience in laboratory analysis or wastewater field services, including six (6) months supervisory experience.

Possession of a valid Florida driver’s license may be required.

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
