This is responsible
professional work in the coordination and monitoring of environmental, health
and comprehensive safety programs in accordance with compliance regulations at
the Howard F. Current Advance Wastewater Treatment Plant (AWTP).
The employee in this class will coordinate, direct, and monitor all plant health, safety and environmental compliance programs, issues, and results. Under limited supervision, the employee selects and develops methods of accomplishment to obtain desired results within the limits of policies and governing laws. Plans, develops, and coordinates a comprehensive program to develop the knowledge, skills, and abilities of employees and to ensure their awareness of, and compliance with, safety and accident prevention measures.
Work is of considerable difficulty and requires the exercise of reasonable initiative and independent judgment. The position requires frequent interaction with internal and external contacts to obtain or supply factual information or to provide safety consultation and advice. Work is reviewed through conferences, observations, CMMS, reports submitted and evaluation of programs’ impact.
Manages and oversees compliance with Federal, State and Local environmental regulations according to facility and city policies; monitors plant and pump station operation for compliance with operating permits and safety procedures.
Develops and implements policies and procedures necessary to meet requirements of occupational health and safety standards. Ensures compliance with mandatory safety training (city, state, federal); identifies any new safety training needs as necessary; coordinates with appropriate personnel to ensure training is scheduled at required intervals.
Follows standard safety procedures, corrects safety and
environmental hazards; reads, understands, provides training, and implements
safety inspections, job hazards analyses, reviews operating and maintenance
instructions and procedures manuals.
Provides environmental guidance and oversight for the AWTP and other areas as requested, including input and recommendations to the leadership team. Ensures proper inspection and maintenance of divisional safety equipment; maintains contracts for maintenance of safety equipment; oversees completion of corrective and preventive maintenance on divisional safety devices.
Assist supervisors with conducting thorough and accurate
environmental incident investigations and associated regulatory reports.
Coordinates or conducts all health, safety, or OSHA related training; develops
and implements policies and procedures to ensure a safe environment for all
employees, contractors, or visitors; administers, maintains, and supports the
internal plant safety committee. Maintains compliance with City internal
policies to address loss prevention and control.
Participates in monthly incident review panel and the employee
safety committee, ensures that meetings are scheduled and attended as
necessary; serves as advocate for safety committees’ recommendations; complies with all reporting and record keeping requirements.
Oversees environmental and safety related work performed by contractors, consultants, and employees. Maintains environmental information systems and communicates non-compliance events, potential public/media issues, and environmental testing/inspection activities to the plant leadership team.
Develops and maintains accurate environmental records, safety records, training records, operating logs, inspection reports, test reports and monitoring reports.
Performs other related duties as required.
