Introduction

This is responsible, professional and supervisory work that involves water quality and engineering functions.

Nature Of Work

An employee in this class is responsible for supervising field personnel in a variety of engineering, water quality, and customer service functions. The work is of considerable difficulty in planning, coordinating and supervising employees engaged in activities to maintain distribution water quality. Work involves planning all sample collection for compliance and system monitoring, managing cross connection program, and handling customer complaints through Water Quality Specialist. The employee directs, reviews and analyzes all activities to maintain compliance for both customer and City owned backflow assemblies. The work includes may also include field inspections, coordination with other departments and outside agencies to maintain continuous and safe water service to city customers. Under direction, the employee is required to exercise considerable initiative and independent judgment in performing work assignments. Work is reviewed while in progress and upon completion through conferences, oral and written reports, observation, and results obtained.

Examples of Duties

Supervises and evaluates distribution field crew personnel; maintains the distribution flushing program, distribution sample collection program, and the cross-connection control database. Monitors and supervises the certification program for backflow prevention. Provides support for the current/proposed regulations and technology for the Cross-Connection Control Program. Maintains appropriate inventory for the repair and installation of city owned backflow prevention assemblies; supervises annual scheduling of backflow assembly testing and fire line inspection. Coordinates field activities with laboratory supervisor and water quality specialist; schedules ASR sample collection and water level readings and files weekly report; coordinates with Water Department staff to assist various ASR activities; schedules and coordinates boil water sample collections with the lab and distribution. Conducts investigations, research and writes reports as required; advises and responds to public and professional inquiries regarding water quality and cross-connection control. Recommends personnel actions such as employment, promotions, transfers, demotions, suspensions, and dismissals; administers required discipline and responds to employee grievances; responds to employee leave requests; completes performance evaluations. Provides annual budget inputs, controls expenditures and submits recommendations for continuous improvement in operation. Manages the operation of the Cross-Connection Control software; Oversee the information reconciliation of this software with utility management system(Cayenta); compiles data for reports, papers, and reviews; maintains records, prepares and submits necessary reports for compliance to state and federal regulatory agencies as directed. Performs related work as required.

Knowledge, Skills & Abilities

Extensive knowledge of: federal, state, and local rules, codes and ordinances as they apply to cross connection control and distribution system water quality; field water quality monitoring procedures; equipment utilized in sample collection; maintenance, operation, and repair of flushing equipment; testing and repair of backflow prevention devices.
Considerable knowledge of: effective supervisory techniques; distribution system service area; word processing and data management programs; proposed activities which impact distribution water quality monitoring programs; occupational hazards, appropriate precautions and methods of promoting safety; practices, methods, tools, and equipment utilized in laboratory testing analysis of water samples. 
Ability to: supervise field crew personnel; organize sampling programs; coordinate with technical laboratory staff; communicate effectively, both orally and in writing; prepare clear and legible reports; instruct staff as to how to operate and maintain equipment; instruct staff as to how to interpret blue prints, microfiche and other design plans; establish and maintain effective working relationships with other employees and the general public. 
Skill in: the operation and maintenance of backflow prevention equipment; troubleshooting distribution system water quality problems; database management.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing monitor.

Minimum Qualifications

Graduation from an accredited high school or possession of a GED certificate; eight (8) years water treatment or distribution system experience, including two (2) years of experience in water quality testing and one (1) year of supervisory experience; A college degree can substitute 2 years’ experience required.

Licenses or Certifications

Possession of a valid Florida driver’s license. Possession of, or the ability to obtain within 12 months, certification for the testing and repairing of backflow prevention devices.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
