Introduction

This is lead supervisory work responsible of maintaining water quality in the City of Tampa’s potable water distribution system.

Nature Of Work

An employee in this class is responsible for oversight of field staff, planning work activities of multi-skilled work teams, coordinating with other City departments and outside agencies and for performing tasks of average difficulty involving the maintenance of distribution system water quality. Under general direction, the employee is required to exercise reasonable initiative and judgment in the field in evaluating water quality problems, the condition of backflow situations and assists the Field Quality Supervisor with training and development of department staff. The position involves field activities that require sample collection, inspections, assessment and public contact and office activities that involve managing backflow databases for City owned assets, privately owned commercial accounts and spreadsheets for compliance sampling, flushing and customer interactions. In addition, the employee is responsible for providing general information to the public in response to customer inquiries. Work is reviewed while in progress and upon completion through continuous observation, reports submitted, and results obtained. Administrative duties will include, but not limited to employee development, work scheduling and performance evaluation.

Examples of Duties

Responds to customer inquiries via the message center and assigns field quality staff to respond, documents the actions taken to resolve and updates the message center and/or other departments of the outcome.
Oversees flushing of distribution system in response to customer concerns and laboratory investigation; provides appropriate documentation of field conditions and assessment of the localized water quality conditions; troubleshoots and identifies sources of customer water quality concerns and communicates relevant information to DLT management. 
Collects water quality samples in response to customer concerns, monitoring schedules and requirements, and laboratory investigations; documents field collections of water quality samples; logs in samples and tracks Field Quality COCs. 
Performs water quality analysis at the field.
Delivers notifications regarding water quality procedures, testing, and related concerns in the distribution system; interacts with customers in the field; maintains up-to-date knowledge regarding water quality concerns. 
Plans and schedules work activities for work teams assigned to perform annual testing & repair for City owned assets. 
Maintains continuous forecasts of resources and projects; prioritizes schedules, and coordinates resources; coordinates work and training needs with the Field Quality Supervisor, training coordinator, support groups and leadership. 
Works with Development Services on backflow & cross-connection requirements relating to the water commitment process and permits. 
Works with customers, their agents, architects and contractors to ensure their compliance with the City’s backflow and cross connection program. 
Tests, maintains, operates, and repairs city owned backflow prevention devices; inspects commercial, residential, and industrial facilities for cross-connection control; performs cross-connection inspections on new meter sets for well replacements; maintains and collects information for the cross-connection databases.
Supports the Field Quality Supervisor in the daily operations of the Field Quality Division and manage shifts as needed. 
Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: federal, state, and local rules, codes and ordinances as they apply to cross-connection control and distribution water quality.
Intermediate knowledge of: distribution system service area; word processing and data management programs; proposed activities which impact distribution water quality monitoring programs; occupational hazards, appropriate precautions and methods of promoting safety; practices, methods, tools, and equipment utilized in laboratory field testing analysis of water samples. 
Working knowledge of: testing, maintenance, operation, and repair of backflow prevention devices; practices, methods, tools, and equipment utilized in sample collection; maintenance, operation, and repair of flushing equipment; field water quality monitoring procedures. 
Ability to: operate, repair and maintain equipment; interpret blueprints and design plans; communicate effectively, both orally and in writing; prepare clear and legible reports; establish and maintain effective working relationships with other employees and the general public. 
Skill in: the operation and maintenance of backflow prevention equipment; operating hydrants and blow-offs; troubleshooting distribution system water quality problems; customer service. 
Advanced skill in: computers (Accela, Cayenta, Tokay, Outlook, Excel, Word and reporting software); records keeping.

Physical Requirements

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Minimum Qualifications

Graduation from an accredited high school or GED with ten (10) years of progressively responsible water utility experience, preferably with five (5) years water distribution and water quality testing experience. 

Licenses or Certifications

Possession of a valid Florida driver’s license. Backflow Tester & Repairer Certification within 12 months

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
