Introduction

This is lead, advanced skilled preventive maintenance, construction, maintenance and repair work. Bargaining unit position.

Nature Of Work

An employee in this class is responsible for performing lead, advanced knowledge and skilled in tasks of extreme difficulty in preventive maintenance, construction, maintenance and repair at Water Distribution, Collections, or Stormwater. Employees operate power tools, drive heavy trucks, and operate small, medium, and heavy equipment. Under limited supervision, the employee exercises a substantial amount of initiative and independent judgment in performing assigned tasks. Some activities may require the employee to perform tasks of a hazardous nature and to work shifts, including nights and weekend. Work is reviewed while in progress and upon completion through observations, reports submitted, and results obtained.

Examples of Duties

Performs lead and have advanced knowledge and skills, related to preventive maintenance, construction, repair, and maintenance; installs trench boxes; relines or replaces damaged manholes; constructs new manholes; conducts compliance inspections on utility construction projects; modifies repair procedures or material due to circumstances.

Oversees abandoned meter removal (AMR), installs and reads; plans and oversees new construction and repairs; oversees large meter changeouts; schedules and notifies shutdowns; maintains all related paperwork; handles all boiled water related notices; uses electronic device to determine underground utility locations; oversees multiple crews involved in moderate to complex repair and construction projects (Water Distribution) only.

Excavates area to proper elevation; excavates cave-ins to determine department/division responsibility for repair; deroots mains and removes corrosion with a chain cutter; grades ditches (WW and SW only). Ability to set up and install bypass pumps, wellpoint pumps, etc. Advanced knowledge in repairing sewer lateral, mainlines and transmission lines.

Fills out daily and weekly forms tracking locations, WO numbers, equipment used, etc.; completes online ticket for utility location; compiles necessary reports; maintains attendance records and time sheets, investigates citizen complaints and initiates complaint repair tickets/triage work orders.

Participates in the preparation of construction plans and specifications; reads and interprets plans and specifications.

Televises existing wastewater/stormwater systems for condition/failure; coordinates crews responding to all wastewater or stormwater emergencies.

Operates the following: crane and spyder (SW only); rollers; closed circuit TV inspection and grouting truck (Col only); portable TV camera, tankers, track backhoes; transporters (Col only); trailers with dump trucks; jet/vacuum units (9 – 12 yd). Directional drilling equipment (Water Distribution) only.

Performs related work as required.

Knowledge, Skills & Abilities

Considerable knowledge of: proper safety practices; wastewater collection pump station operations (Coll only); stormwater pump station operations (SW only); valves and keys; emergency response procedures and proper contacts.

Working knowledge of: thrust block installation; computer skills; proper bank slopes; project and construction management skills.

Ability to: understand and follow oral and written instructions; read and interpret plans and specifications; drive and work safely; perform work requiring physical strength; work in confined spaces; operate small, medium and heavy equipment; work in a team atmosphere; lead team members; train other personnel; plan/schedule short-term work; assign and review work of others; be a self-starter, try new ideas, and acquire and maintain skill flexibility; communicate effectively orally and in writing; maintain records and write reports; deal with and resolve conflict within a team; be courteous under pressure; establish and maintain effective working relationships with co-workers and general public. Skill in: the use of basic hand and power tools; the operation of light, medium and heavy equipment.

Physical Requirements

Ability to lift 40-60 lbs., mostly walking, standing and a combination of working indoors and outdoors. Requires some use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited high school, technical or vocational school and more than five (5) years’ experience in Wastewater  – must have successfully passed and completed 100% of the UTIC, UT2C, UT2M, UT3C, and UT3M skills within the skills matrix.

Licenses or Certifications

Possession of a valid Florida Class "A" commercial driver's license (with tanker endorsement). FWPCOA C and B Certifications; Advanced MOT certified.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response, or recovery activities related to the stated emergency. A person in this position may also be assigned to perform duties as an ERC Commander role during a storm activation.
