Introduction

This is responsible work involving coordination of resources and managing assets at Wastewater Collections.  Bargaining unit position.

Nature Of Work

An employee in this class is responsible for planning work activities of multi-skilled work teams to provide cost-effective maintenance of wastewater collection systems and infrastructures. Employee ensures availability of required manpower, equipment and materials. Under general supervision, the employee performs tasks of average difficulty requiring the exercise of reasonable initiative and independent judgment. Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Plans work activities for work teams; prioritizes reactive maintenance; identifies planned work activities; maintains continuous 30-day forecasts of resources and projects; prioritizes, schedules, and coordinates resources; coordinates work and training needs with team leaders, training coordinator, support groups and leadership.

Assists with providing sustained, dynamic, and cost effective maintenance of wastewater assets.

Establishes performance measures, which monitor and provide feedback on the effectiveness of planned maintenance work processes; is responsible for production monitoring and reporting.

Establishes and implements long range, strategic planning procedures and effective coordination of O&M resources; coordinates monthly planning meetings.

Ensures availability of required equipment; stages equipment for planned work; prepares requisitions for procurement; acquires materials with credit card; coordinates with procurement specialist on high dollar purchases; coordinates repair and maintenance of equipment with vendors; prepares budget recommendations for equipment and services; coordinates zone budgets.

Maintains effective communication and coordination of resources between O&M work teams, contractors, vendors and management staff.

Monitors inventory and establishes criticality ratings for related equipment and infrastructures.

Manages activities utilizing the CMMS system; reviews and approves work orders for scheduling; prepares and distributes monthly forecast reports; prepares end of month performance reports; provides zone maintenance reports; monitors and analyzes backlog for scheduling; maintains CMMS database; organizes and categorizes workload backlog requirements.

Evaluates the following: number of backlogged work orders at beginning of month; percentage of scheduled work orders completed (end of month report); ratio of planned versus corrective; number of monthly forecast reports completed per year; average time to complete work order by category.

Performs related work as required.

Knowledge, Skills & Abilities

Intermediate knowledge of: equipment maintenance requirements; resources; division process; CMMS.

Desirable knowledge of: predictive maintenance systems; inventory system; purchasing system; city budget process.

Advanced ability to: organize.

Basic ability to: gather and analyze data to make recommendations; read atlas, as-built plans and construction plans; read and interpret specifications.

Advanced skill in: computers (Access, Excel, Word, reporting software); records keeping. Intermediate skill in: communication; human relations.

Accountabilities: number of backlogged work orders at beginning of month; percentage of scheduled work orders completed (end-of-month report); ratio of planned versus corrective; number of monthly (30-day) forecast reports completed per year; average time to complete work order by category.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing monitor.

Minimum Qualifications

Graduation from an accredited high school or vocational school and five (5) years of experience in procurement, scheduling projects, working with a CMMS, and/or performance tracking; or an equivalent combination of training and experience.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
