Introduction

This is specialized work involving asset management coordination and support services for the Wastewater Collection Division.  Bargaining unit position.

Nature Of Work

An employee in this class is responsible for performing or providing coordination, management and maintenance of asset management databases, the division’s various mobile applications, laptops, I-Pads, GPR units and lateral cameras or similar assets.  The employee will provide training to others in the use of the asset management system and assigned databases and is responsible for database integrity.  Work is of more than average difficulty and may require a considerable amount of interaction with system divisional users. Under general supervision the employee will be required to exercise reasonable initiative and independent judgment in problem determination and resolution of multiple tasks in a professional and courteous manner.  Work is reviewed through conferences, reports submitted and results obtained.

Examples of Duties

Maintain the asset management maintenance application, including matching field names to division processes; giving users proper menus, security permissions and setting site indicators.
Maintain desktop software licenses not maintained by T&I; administer security levels; maintain pertaining system-level tables.

Provide support in the use of the application(s), including answering questions, working with vendors on issues and providing summary reports. Provide management with performance reports (labor, parts usage, asset cost, etc.), including comprehending  the report generator tool and an understanding of creating views in SQL.

Develop user training program; arrange and conduct training sessions for personnel using applications to increase and enhance competencies; provide training on the use of various sophisticated instruments such as flowmeters and ultrasonic thickness gauge.

Ensure the integration of assets and ARC GIS data with the asset management application takes place on a recurring basis; assist in the development of standards and procedures for quality control of data processing operations; monitors performance to ensure the operating system is functioning properly and effectively.
Coordinate and/or perform the division’s system updates with T&I or vendors; performs any additional updating tasks needed; confer with users and T&I about hardware and software questions concerning networks and identify system problems; evaluate, acquire and coordinate installation of third party software products and software upgrades.

Oversee and develop the collection and analysis of data through various management systems such as the work order system, Manhole Inspection and Cleaning Footage applications and database. Identifies potential data sources to determine availability and location of needed information; analyzes collected data using computer based systems and verifies accuracy; identifies trends and other indicators present in collected information.

Knowledge, Skills & Abilities

Considerable knowledge of: data processing and business functions; asset management systems; I-Maint; ArcGIS software; wastewater operations and activities, and the preparation of reports; MS Office, Excel, Outlook, Access, PowerPoint and Crystal reports.
Working knowledge of: PC based operating systems, software and hardware; software implementation; instructional techniques employed in training user personnel; database management and peripheral device operations. 
Ability to: conduct independent research and draw sound conclusions, prepare reports, and make effective presentations; analyze information and document procedures and processes; prepare detailed procedures manuals; train user personnel; express oneself clearly and concisely, both orally and in writing; establish and maintain effective working relationships with others.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing monitor.

Minimum Qualifications

Graduation from an accredited high school or vocational school and three (3) years of experience working with work order systems and one (1) year experience working in the wastewater utility field or an equivalent combination of training and experience.

Licenses or Certifications

Possession of valid Florida driver's license.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
