Plans, organizes, controls, integrates and evaluates the work of the wastewater collection division to include providing leadership for the daily work of construction, maintenance and personnel; works with team leaders to develop, implement and monitor plans to achieve division mission, goals and performance measures; directs the development of and monitors performance against the division budget; manages and directs the development, implementation and evaluation of plans, processes, systems and procedures to achieve the City of Tampa’s established goals, objectives and performance measures consistent with the City’s quality and citizen service expectations.
Is responsible for making recommendations to hire, transfer, suspend, lay-off, recall, promote, discharge, assign, reward, or discipline employees under his supervision.
Assists in the preparation of contract documents and bid specifications for contractor-installed infrastructure and equipment purchase by providing expertise related to the sanitary sewer system.
Assists in the identification and selection of locations within the collection system for water and air quality sampling and flow monitoring.
Instructs personnel in the safety and health risks associated with confined spaces and hazardous gases related to wastewater operations; enforces safety and utilization of safety equipment and safe working procedures.
Supervises television inspections and grouting and sealing of sewer lines; oversees the development of preventive maintenance plans.
Provides leadership and works with supervisors to develop and retain highly competent, serviceoriented staff through selection, training and day-to-day management practices; participates in programs and activities that promote workplace diversity and a positive employee relations environment.
Works with the other managers within the Department to prepare a variety of special and recurring studies and operational trending reports; develops recommendations to improve all aspects of the Department’s operations based: takes action to implement recommended changes.
Coordinates activities within the Collection Division to ensure consistency of work practices with other divisions for the betterment of the entire Department.
Reviews and coordinates with appropriate personnel the implementation of local, state and federal laws and regulations regarding the maintenance and operations of the wastewater collection system.
Provides expert technical assistance to staff; confers with and advises bureau staff, other City staff, consultants, engineers and contractors regarding wastewater collection system needs and requirements.
Through the team leaders, ensures the operational status of the collection system.
Performs related work as required.
Considerable knowledge of: the methods, tools, materials, and equipment used in the construction and maintenance of sanitary sewer collection/transmission facilities; techniques and methods of closed circuit video inspection and chemical treatment (grouting) of sanitary sewer lines; safety regulations, occupational hazards, precautions, and promotion of safety.
Working knowledge of: computerized maintenance management systems (CMMS) and principles and practices of utility asset management programs; personal computers including the use of Microsoft Windows and the Microsoft Office programs such as Word and Excel.
Ability to: work independently, to understand and carry out oral and written instructions; manage both time and equipment resources; analyze complex operational and administrative problems, evaluate alternatives and recommend or implement effective courses of action; prepare complex written and oral communications and impart them effectively; understand complex human relations issues and to motivate and develop employees to perform at their full potential; establish and maintain harmonious and effective working relationships with team leaders, managers, co-workers, other City employees and the general public; perform work that involves walking, climbing or standing some of the time, stooping and twisting, exerting up to 10 pounds of force on a recurring basis.
