Nature Of Work

An employee in this class is responsible for tasks of considerable difficulty involving stormwater planning and project assignments, which may include project development, stormwater planning program development and oversight and coordination with other City departments, external agencies, other stakeholders, and the public. Under direction, the employee is required to exercise considerable initiative and independent judgment in selecting work methods and formulating sound recommendations. This position requires a high degree of technical knowledge in project management, environmental concepts, resiliency and vulnerability of infrastructures, conceptual engineering, drafting, plan development, and project prioritization. Work is reviewed through conferences, reports submitted, and results obtained.

Examples of Duties

Coordinates stormwater elements of the City’s Comprehensive Plan, including monitoring of plan elements and periodic evaluation and appraisal of the plan with subsequent major updates and amendments; coordinates stormwater elements of the City’s Municipal Code, including periodic evaluation and appraisal of the Code with subsequent major updates and amendments. Provides critical input to the development of maintenance management plans and the Capital Improvement Project for Stormwater Engineering Division facilities; assists with the preparation and maintenance of the Citywide Stormwater Master Plan, identifying priorities and applying quantitative and qualitative assessments of strategies, as it relates to the environmental program; develops and coordinates the implementation of strategic initiatives, including program development for resiliency and vulnerabilities in the drainage systems, evaluation, coordination, fiscal analysis, and monitoring. Oversees stormwater GIS data for input and quality control and as-built plan retention; documents and tracks stormwater programs and projects for internal and external reporting. Oversees Capital Improvement Projects Dashboard, consultant work orders, Southwest Florida Water Management District permit recertifications, stormwater review of right-of-way permits in Accela and utility coordination.

Knowledge, Skills & Abilities

Comprehensive knowledge of: principles and practices of stormwater planning; management systems. Considerable knowledge of stormwater planning level cost estimation; scope of services development; urban stormwater planning and management procedures.

Extensive knowledge of: federal, state and municipal legislation impacting municipal planning efforts; methods of collection and analysis of stormwater planning research; current literature and sources of information relating to stormwater planning, and project management.

Ability to: plan, assign, oversee, and coordinate the work of professional, para-professional, and clerical employees in a manner that promotes full performance; write and speak clearly and succinctly in a variety of communication settings and prepare and present technical reports; conduct analytical research and studies and draw sound conclusions; establish and maintain effective working relationships with city officials, directors, managers, and employees, officials of other governmental organizations, representatives of public and private organizations, and the general public. Performs related work as required.

Physical Requirements

Mostly sedentary, indoors, requires extended use of computer, typing and viewing a monitor.

Minimum Qualifications

Graduation from an accredited college or university with a master’s degree in planning, public administration, engineering, environmental science or a related field and five (5) years of experience in project planning or a related field, including one (1) year in supervisory or project manager experience; or bachelor’s degree in planning, public administration, engineering, environmental science or a related field and seven (7) years of experience in project planning or a related field, including one (1) year in supervisory or project manager experience or an equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted above.

Licenses or Certifications

Possession of a valid Florida driver’s license required.

Examination

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Comments

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
