Introduction

This is highly responsible managerial work in the Mobility Department’s Operations Division.

Nature Of Work

Under Administrative direction, an employee in this class is responsible for managing and leading the Leadership Team of the Mobility Department’s Operations Division. Work assignments are complex and of unusual difficulty requiring the exercise of extensive initiative and independent judgment. Work requires planning and developing work schedules, coordinating resources, managing a multi-million-dollar budget, and monitoring the quality of executed work. Work is reviewed through conferences, reports submitted, and results obtained. Appointed position: employee serves at the pleasure of the Mayor.

Examples of Duties

Plans, designs, and manages the efficient and safe operation, maintenance, repair, and construction of the city infrastructure in public rights-of-way; collaborates with other leadership to directly support the city’s transportation network, Storm-water drainage systems, special event traffic and pedestrian control support.

Manages the Mobility Operations programs, including street maintenance, street sweeping, regulatory and neighborhood signs, pavement markings, pavement management including the five-year resurfacing plan, Stormwater conveyances, ponds, pumping systems, Annual Stormwater Service Assessment  Program,, Bridge Operations, and the Sidewalk Programs.

Supervises the Mobility Operations Division Leadership Team; coaches and motivates other leadership team members, team leaders and specialists; reviews personnel actions; evaluates performance of the leadership team; promotes and monitors continuous improvement; coordinates and facilitates staff and informational meetings.

Performs strategic planning; develops and analyzes strategies to enhance operating procedures and makes recommendations for improvements, identifies areas of improvements, manages work management system, and provides solutions, as necessary.

Effectively communicates and informs citizens, internal departments, other agencies, and right-of-way stakeholders on infrastructure requirements of a planned and reactive nature; serves as intergovernmental and intradepartmental liaison.

Coordinates preparation, provides input, and manages division budget.

Monitors compliance of service level agreements and interagency Right-of-Way Maintenance and Operations Agreements.

Performs related work as required.

Comprehensive knowledge of: stormwater management; bridge operations and structural analysis; horizontal construction practices; maintenance management best practices; environmental regulatory requirements; public works systems, the organization; building and directing teams; performance management; budgeting; cost/benefit analysis; Advanced Traffic Management System.

Minimum Qualifications

Graduation from an accredited college or university with a bachelor's degree in engineering, construction management, business, public administration, or environmental science required. Master’s Degree preferred. Five (5) years of progressive experience in a technical Public Works system (water, traffic systems, bridge operations, stormwater, pavement management) and three (3) years of supervisor or management experience.

Licenses or Certifications

Possession of a valid Florida driver’s license.

Comments

During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
