Oversees and administers the stormwater utility assessment fee program.
Maintains business relationships and leads the activity schedule between the division, the assistant City Attorney, consultants, GIS team, City Council, and the Hillsborough County Property Appraiser’s Office.
Supervises and trains staff serving as primary contact for all inquiries, billing disputes, complaints, and all related stormwater utility matters.
Oversees research of official records to determine ownership or status of real property identified by engineers and field staff as potential property to be acquired for easements desired to facilitate stormwater system design efforts; identifies issues that may impact the feasibility of obtaining such property or easements, such as disputed ownership or existing easements with other utilities.
Manages government billing data, inquiries on payments, and delinquent accounts; reviews and advises management on changes to federal, state, and local laws, regulations, rulings and ordinances that impact stormwater utility fees and the collection thereof; performs related calculations, offers resolution, completes supporting documentation and official corrections.
Composes, edits and prepares correspondence, reports and forms as well as documents and contracts for the Stormwater Engineering Division; refers issues to engineers and supervisors as appropriate.
Generates, maintains, and revises department information files and indexes; attends various meetings and confers with staff to obtain information concerning departmental planned activities.
Oversees financial and payment processing through ORACLE E-Business Suite System.
Performs related work as required.
Considerable knowledge of: researching data from internal & external sources; collecting, assimilating, analyzing, interpreting data and drawing sound conclusions; business English and mathematics; appropriate municipal, state, and federal codes, ordinances, resolutions, regulations, and legislation in relation to stormwater utility fees and property acquisition; standard office practices, procedures, and equipment; municipal organization, programs, and policies; financial and budgetary principles, practices, and procedures.
Working Knowledge of: GIS systems (MapInfo, Arc GIS), ORACLE HR, ORACLE E-Business Suite; operation and capabilities of personal computers and related software; general real estate policies, processes, procedures and practices; preparation of legal documents pertaining to real estate transactions; engineering office methods, procedures and practices; rules, regulations, procedures, and functions of the division.
Ability to: coordinate and manage various projects in an efficient and effective manner maintaining strict deadlines, follows complex instructions, assimilate information, interpret written and numerical data, and arrive at decisions independently in accordance with established rules, regulations and codes; locate, organize, and analyze data from files and other records; prepare and edit clear and concise written reports; compose, edit, and correct correspondence for final typing and production; establish and maintain effective working relationships with employees, municipal officials, and the general public.
Mostly sedentary, indoors, requires extended use of
computer, typing and viewing a monitor.
Graduation from an accredited high school or vocational school and four (4) years of progressively responsible administrative/clerical experience involving public contact work to include: two (2) years of experience in the use of a commercial GIS software package (MapInfo, ArcMap) and two (2) years of real estate experience (e.g. title searches; research on property; etc.); and (3) years of supervisory experience.
Preference will be given to candidates who have experience working in an engineering environment.
